About this file

This is a Sole Source Justification and Recommendation document from NASA's Shared Services Center dated August 5, 2020, recommending negotiation with Hamamatsu as the sole source vendor for Micro-Channel Plate (MCP) photomultiplier tube detectors.

The procurement involves four detector models: R5916-64 MOD, R9880U-300, R9880U-116, and R10467U-40, with an estimated delivery date of December 15, 2026. The justification establishes that Hamamatsu's modified R5916 COTS detector is the only available solution meeting the unique specifications required for NASA's High Spectral Resolution Lidar (HSRL-2) instrument, which is currently undergoing upgrades for ocean profiling measurements under NASA's Instrument Incubator Program (IIP). Nine identical detectors have been previously purchased and proven to meet performance requirements; this procurement is for an additional spare unit. The document notes that changing to any alternative detector would necessitate significant redesign of the entire lidar instrument and would impact the fabrication and testing cycle timeline. Competition is deemed impractical because Hamamatsu is the only vendor offering this specific detector with the required packaging style that the instrument was engineered to accommodate.

NATIONAL AERONAUTICS AND SPACE ADMINISTRATION

NASA SHARED SERVICES CENTER

RECOMMENDATION AND DETERMINATION TO SOLICIT FROM ONE SOURCE

OR BRAND NAME

PICK ONE

Sole Source:

☒I recommend that NASA, NASA Shared Services Center negotiate with Hamamatsu only for R5916-64 MOD Detector, R9880U-300, R9880U-116, and R10467U-40. The total estimated cost of this effort is and the estimated period of performance or lead-time for delivery is December 15th, 2026..

OR

Brand Name Justification:

☐I recommend that NASA, NASA Shared Services Center negotiate with only with vendors who can provide the subject brand name from Manufacture Name for Enter Supply or Service to be procured. The total estimated cost of this effort is Enter Dollar amount and the estimated period of performance or lead-time for delivery is Date.

This recommendation is for the acquisition of supplies or services determined to be reasonably available from only one source/only one manufacture. Competition is impractical for the following reasons (please answer the questions below):

1. What are the reasons for soliciting only the suggested source/suggested brand name? Please provide the unique characteristics of the items or services along with the supporting rationale and the market research performed to substantiate your reason for the suggested source/brand name.

This is a sole source justification for a Micro-Channel Plate (MCP) photomultiplier tube which is an optical detector that has unique specifications that is required for this project. LaRC needs a spare detector unit for its High Spectral Resolution Lidar known as HSRL2 that is currently being upgraded for ocean profiling measurements under NASA’s Instrument Incubator Program (IIP). A modified version of Hamamatsu’s commercial off-the-shelf (COTS) R5916 MCP was the detector identified as the only possible solution to meet our detection requirements.

Research and testing on the previously purchased units proved that this detector did indeed meet our performance requirements and the HSRL-2 instrument upgrades were designed around this specific unit from Hamamatsu

2. What is the impact to the government if another vendor/brand is used? Include any dollar, schedule, or compatibility impacts if possible.

The HSRL-2 instrument upgrade is funded under the NASA IIP fabrication, and testing cycle. Hamamatsu is the only vendor that sells this specific detector with this packaging style that our instrument was designed to accommodate. Changing to any other detector would cause significant redesign of the entire lidar instrument NASA has invested to design, build, and test this instrument.

ADDITIONAL COMMENTS:

Nine of these detectors have been previously purchased for this project and have proven to meet our performance requirements. We are purchasing this unit to serve as a spare unit.
