☒I recommend that NASA, NASA Shared Services Center negotiate only with vendors who can provide the subject brand name from DataDirect Networks (DDN) for DDN Annual Support Renewal. The total estimated cost of this effort is and the estimated period of performance or lead-time for delivery is 12/07/2026 – 12/06/2027.
This recommendation is for the acquisition of supplies or services determined to be reasonably available from only one source/only one manufacture. Competition is impractical for the following reasons (please answer the questions below):
1. What are the reasons for soliciting only the suggested source/suggested brand name? Please provide the unique characteristics of the items or services along with the supporting rationale and the market research performed to substantiate your reason for the suggested source/brand name.
NASA Langley Research Center requests to purchase DDN Support Renewal for the existing DDN hardware/software at the Atmospheric Science Data Center (ASDC)
. For over 10 years, DDN has successfully supported the ASDC in using DDN proprietary storage systems to support long term data archival requirements in support of the Clouds and the Earth's Radiant Energy System (CERES), Multi-angle Imaging SpectroRadiometer (MISR), Multi- Angle Imager for Aerosols (MAIA), Tropospheric Emissions: Monitoring of Pollution (TEMPO), and Goddard Space Flight Center Earth Science Data and Information System (ESDIS) Projects. The ASDC requires the purchase of DDN Support Renewal to successful meet operational mission requirements for archival of assigned climate data holdings. DDN engineers are uniquely qualified to provide support for the DDN hardware and software required due to their: (1) years of familiarity with the ASDC IT environment, (2) long-term working relationship with ASDC system support staff, and (3) having ready access to DDN engineering support to quickly resolve technical issues.
2. What is the impact to the government if another vendor/brand is used? Include any dollar, schedule, or compatibility impacts if possible.
Since DDN engineers are uniquely qualified to assist the ASDC staff to successfully maintain the tape library system under this maintenance contract in optimal operating state, purchasing these brand services from DDN will provide the most cost-effective option and maximum opportunity for ASDC to stay on track to meet mission milestones. Any vendor other than DDN that would attempt to provide these services would expose ASDC to the unnecessary significant risk of not meeting critical mission milestones and remaining out of IT security compliance. The cost could easily double due to another vendor having to learn ASDC environment and formulate a working relationship with existing staff managing the ASDC DDN hardware systems.
