☐I recommend that NASA, NASA Shared Services Center negotiate with only with vendors who can provide the subject brand name from Manufacture Name for Enter Supply or Service to be procured. This recommendation is for the acquisition of supplies or services determined to be reasonably available from only one source/only one manufacture. Competition is impractical for the following reasons (please answer the questions below):
1. What are the reasons for soliciting only the suggested source/suggested brand name? Please provide the unique characteristics of the items or services along with the supporting rationale and the market research performed to substantiate your reason for the suggested source/brand name.
• EECO is an Exclusive Authorized Provider of Rockwell Automation Training
EECO is an exclusive Rockwell Automation training partner and the only vendor authorized to deliver official Allen-Bradley PLC training and associated certifications. Rockwell Automation strictly controls curriculum distribution and restricts delivery to approved training providers. Because the requested course is proprietary and certification-based, only an authorized Rockwell partner such as EECO can offer the required courseware, instruction, and hands-on access to Rockwell training platforms.
• Direct Compatibility with Langley’s Installed Systems
Langley’s wind tunnels and research facilities rely almost entirely on Allen-Bradley PLC hardware.
Training must therefore be delivered by a vendor with direct access to manufacturer-approved systems, content, and troubleshooting methodologies. Use of a non-authorized vendor increases risk of incorrect instruction, incompatible methods, or unsafe troubleshooting approaches, as alternate vendors do not have access to proprietary Rockwell materials.
• Documented Successful Past Performance at NASA Langley
NASA Langley has an established history of partnering with EECO for Allen-Bradley PLC training, including prior delivery of CCP250 and the ongoing delivery of CCP300 (Accelerated Logix5000 Maintainer Certificate Level 1) training. Langley currently holds an active award with EECO for CCP300 training, and this requested CCP250 course represents the next progressive level of instruction, ensuring continuity of development for technicians already engaged in the Rockwell Automation training pathway.

EECO trainers are already familiar with LaRC’s wind tunnel environments, facility requirements, and technician cohort, allowing each successive training engagement to build directly on prior knowledge and minimize onboarding time. This continuity reduces disruption, increases training efficiency, and ensures technicians receive instruction aligned precisely with the Allen-Bradley platforms used across Langley’s mission-critical systems.
2. What is the impact to the government if another vendor/brand is used? Include any dollar, schedule, or compatibility impacts if possible.
Selecting any vendor other than EECO would introduce significant operational risk, technical misalignment, and schedule disruption:
• Lack of Authorized Access to Rockwell Materials:
Unapproved vendors would not have access to Rockwell’s proprietary certification materials, training labs, or authorized courseware. As a result, personnel would not receive the required credentials or standardized instruction necessary to maintain compliance with Rockwell systems.
• Potential for Inaccurate, Non-Standard, or Outdated Training:
Without direct affiliation to Rockwell Automation, alternate vendors may rely on generalized or reverse-engineered training, increasing the risk of improper programming techniques, equipment damage, or unsafe troubleshooting practices.
• Reduced Operational Readiness and Increased Maintenance Downtime:
Technicians must be trained on the exact systems used on-site. Non-authorized training could result in longer troubleshooting cycles, increased reliance on external support contracts, and avoidable system outages.
