About this file
This is a Statement of Work (SOW) for the refurbishment of Space Welding Vacuum Gloves by ILC Dover for NASA Marshall Space Flight Center (MSFC). The gloves, manufactured by ILC Dover in 2009, must be refurbished by the original manufacturer to support the Dust Mitigation Engineering (Dust MITE) program's testing of dust mitigation tools in a simulated lunar environment requiring high vacuum conditions.
The initial assessment is scheduled for the week of June 8-12, 2026, at ILC Dover's facility in Houston, Texas (2200 Space Park Drive 110, Houston, TX 77058), with NASA MSFC personnel hand-carrying the hardware. MSFC Task Leads must transfer $35,000 prior to June 8 to begin work. ILC Dover will evaluate both gloves per its Order of Operations by testing for leaks against ILC Dover Standards. The contractor must determine the safest and most cost-effective repair methods while minimizing hardware downtime and adhering to schedule and budget constraints established by NASA and ILC Technical Authorities. All major components must be replaced with components of equal or greater value unless otherwise agreed upon. Critical safety items requiring assessment include stitching integrity, bellows bracketry and tether integrity, bladder integrity, bearing and bearing seal integrity, tether bracket and swivel joint integrity, pressure maintenance capability, and vacuum equivalency for leak test data. Upon completion of evaluation, a TEAMS meeting will be coordinated on June 11 or 12 with MSFC Task Leads to discuss repairs needed and associated costs. ILC Dover will begin work on agreed-upon and documented repairs, and upon completion, will ship all replaced components and refurbished gloves back to MSFC. A final buyoff methodology and Maintenance Agreement will be established between both parties at or before refurbishment completion. The refurbishment start and completion dates will be established after the initial assessment within two weeks or per an agreed timeframe.

Space Welding Vacuum Gloves Refurbishment
Statement of Work (SOW)
Objective/Requirements
Dust Mitigation Engineering (Dust MITE) has the task of testing dust mitigation tools and techniques in a simulated lunar environment, which includes high vacuum. Testing is to be performed by NASA Marshall Space Flight Center (MSFC) Human Systems Integration & Engineering (EV73), and therefore gloves are necessary for Human Factors Engineering (HFE) assessments. NASA MSFC has previously used a pair of gloves rated for high vacuum for welding testing. These gloves were manufactured by ILC Dover in 2009 and must be refurbished before continuing use. The gloves must be refurbished by the original manufacturer, ILC Dover. The requirements are as follows:
The initial assessment shall take place on the week of June 8 – June 12, 2026, at ILC Dover in Houston. The hardware will be hand-carried by NASA MSFC personnel.
MSFC Task Leads shall transfer requested 35k to begin work prior to June 8.
ILC Dover shall work with NASA MSFC proprietor personnel to evaluate 2 of 2 Space Welding Vacuum Gloves.
Per ILC Dover’s Order of Operations, the gloves shall be tested for leaks against ILC Dover Standards to locate leaks.
ILC Dover shall determine the safest and most cost-to minimize hardware downtime and stay within test schedule and budget constraints set forth by NASA & ILC Technical Authorities and Project Managers.
All major components shall be replaced with components of equal or greater value, unless otherwise agreed upon.
Critical Safety Items TBD
1. Stitching integrity throughout arms and gloves
2. Bellows Bracketry and Tether integrity
3. Bladder integrity throughout
4. Bearings and bearing seals integrity
5. Tether brackets and Tether swivel joints integrity
6. Ability to maintain pressure- and at what level?
7. Determine vacuum equivalent for ILC leak test data
Upon completion of evaluation, while NASA MSFC personnel are onsite, a TEAMS meeting shall be coordinated on June 11 or 12 with MSFC Task Leads on actual repairs needed and costs associated to transfer funding.
A Maintenance Agreement shall be determined and can be arranged with remaining funds, if there are any.
ILC Dover shall begin work on all agreed upon and documented repairs according to the cost agreed upon.
Upon completion of all work, ILC Dover and NASA MSFC shall determine if an onsite the
Upon completion of any/all replaced components, ILC Dover shall ship replaced components (including hard goods and soft goods) back to MSFC along with the refurbished gloves.
