Selecting an alternative vendor would result in loss of intellectual knowledge and require restarting the development process, creating significant impacts to government funds and personnel time already invested. The recommended system is cost-competitive with other commercial units, maintains an acceptable schedule for a custom system, and integrates straightforwardly with NASA's existing data acquisition infrastructure.

☐I recommend that NASA, NASA Shared Services Center negotiate with only with vendors who can provide the subject band name from Manufacture Name for Enter Supply or Service to be procured. The total estimated cost of this effort is Enter Dollar amount and the estimated period of performance or lead-time for delivery is Date.

This recommendation is for the acquisition of supplies determined to be reasonably available from only one source. Competition is impractical for the following reasons (please answer the questions below):

1. What are the reasons for soliciting only the suggested source? Please provide the unique characteristics of the items or services along with the supporting rationale and the market research performed to substantiate your reason for the suggested source.

This will be a custom-built CTA system that promises to address our needs for supersonic/hypersonic flow measurements. Currently, CTAs that are commercially available in the US from Dantec Dynamics do not meet our required specifications for high-bandwidth, research-grade systems applicable for high-speed applications. The commercial systems are now overly simplified for plug-and-play type applications and are more tailored for university laboratories. This new CTA system promises the flexibility needed for expert users. Our older commercial CTA units that were used for supersonic/hypersonic measurements are no longer available on the market. These units are more the 30 years old and are starting to fail. We have commercially available CTAs in our organization that are more applicable to lower speed flows and have attempted to work with these manufacturers in past years to deliver a system for our current needs, but we have been unsuccessful. We have worked with this vendor since 2021 to build CTA systems that successfully meet our requirements. We initially had an with this vendor to develop a demonstration single-channel system and more recently to build the first three-channel system ). The 3-channel system has met our requirements, and we want to procure a second 3-channel CTA system.

2. What is the impact to the government if another vendor/brand is used? Include any dollar, schedule, or compatibility impacts if possible.

As stated in the previous response, the available commercial units do not meet our requirements. These vendors consider the potential market for this type of system to be too small to invest the time and money to bring to market. The recommended vendor is the only US vendor we encountered in our market research that is willing to provide a system that meets our needs. We have invested with this vendor time and resources and the vendor has successfully delivered a working system. If another vendor is selected, the intellectual knowledge will be lost, and the government will need to restart the process which will impact both funds and time already invested by the government and personnel. The cost is on par with other commercially available units and the schedule is acceptable for a custom system. This CTA unit will be compatible with our existing data acquisition system and integration would be straightforward.
