About this file

This is a NASA Shared Services Center Recommendation and Determination to Solicit from One Source document dated July 21, 2026, recommending sole source procurement from Vantage Systems Inc. for a PILS MLI (Multi-Layer Insulation) Blanket with an estimated performance period of 6 months after award. The total estimated cost is redacted in the document.

The justification for sole source procurement is based on Vantage Systems Inc.'s established history of cooperation with NASA on thermal engineering solutions and MLI blanket manufacturing for flight-quality hardware. While MLI blanket materials sourcing is common, the document notes that few companies specialize in manufacturing MLI blankets to flight-quality standards. Vantage's specifications, lead time, and cost are deemed suitable for NASA's requirements. The document acknowledges that while other companies may meet design specifications, Vantage carries a reputation for producing spaceflight hardware components and offers reasonable pricing. The impact to the government of using another vendor would be minimal, as other companies may meet design specifications, but Vantage's established track record and reputation for spaceflight hardware manufacture justify the single-source approach. The Contracting Officer has accepted this recommendation and determination as appropriate for the requirement.

NATIONAL AERONAUTICS AND SPACE ADMINISTRATION

NASA SHARED SERVICES CENTER

RECOMMENDATION AND DETERMINATION TO SOLICIT FROM ONE SOURCE

OR BRAND NAME

PICK ONE

Sole Source:

☒I recommend that NASA, NASA Shared Services Center negotiate with Vantage Systems Inc. only for PILS MLI Blanket. The total estimated cost of this effort is and the estimated period of performance or lead-time for delivery is 6 months after award.

OR

Brand Name Justification:

☐I recommend that NASA, NASA Shared Services Center negotiate with only with vendors who can provide the subject brand name from Manufacture Name for Enter Supply or Service to be procured. The total estimated cost of this effort is Enter Dollar amount and the estimated period of performance or lead-time for delivery is Date.

This recommendation is for the acquisition of supplies or services determined to be reasonably available from only one source/only one manufacture. Competition is impractical for the following reasons (please answer the questions below):

1. What are the reasons for soliciting only the suggested source/suggested brand name? Please provide the unique characteristics of the items or services along with the supporting rationale and the market research performed to substantiate your reason for the suggested source/brand name.

Vantage Systems Inc. has a history cooperating with NASA on thermal engineering solutions including MLI blanket manufacture in the past. While sourcing MLI blanket materials is more common, there are few companies which specialize in its manufacture for flight-quality hardware. The specifications of the MLI blanket, as well as its lead time and cost are suitable for our requirements.

2. What is the impact to the government if another vendor/brand is used? Include any dollar, schedule, or compatibility impacts if possible.

While other companies may be able to meet our design specifications, Vantage carries a reputation for producing spaceflight hardware components, as well as offers a reasonable price.
