About this file
This is a Statement of Work for the design and construction of a two-channel thermal conditioning unit for the Goddard Space Flight Center's Planetary Environment Laboratory in Building 37, Greenbelt, Maryland. The contractor shall construct a thermal conditioning unit designed to integrate with the existing Planetary Environments Simulator vacuum chamber and deliver two independent conditioned fluid loops capable of operating across a temperature range of -60 degrees Celsius to +100 degrees Celsius. The unit must perform automated ramp and soak functions controlled remotely via PC through ethernet connection, operate on 208vac 60hz 3-phase power, and shall not utilize silicone-based heat transfer fluids. The vendor must provide test run data prior to shipment to validate performance specifications.
The work supports GSFC's Tier II capability development for flight and research and analysis instrument facilities, enabling small-scale in-house environmental testing to support Moon 2 Mars science investigations including PRISM, SALSA, Artemis, and LTV mission calls. The Period of Performance extends from December 2026 through the end of 2028, with initial thermal vacuum testing commencing in December 2026 and first phase testing concluding by mid-2027, with additional testing performed through 2028.

STATEMENT OF WORK
1. Objective/Requirements This thermal conditioning unit would allow completion of a self-contained thermal vacuum chamber in B37, supporting all future flight and R&A instrument facilities.
FLaRe, GIFT PSD have been relying heavily on small instrument investigations to meet the demands of its Moon 2 Mars science investigation (e.g. PRISM, SALSA, Artemis and LTV calls). To meet low-cost caps and compressed schedules these investigations must rely on small in-house testing capabilities. This includes environmental testing. This request aims to bolster these capabilities at the planetary environment laboratory by upgrading a small thermal vacuum testing chamber to meet the need of 7120.8- class instruments.
Tier II: Develop and infuse technologies in support of GSFC Tier I and II capabilities
