This recommendation is for the acquisition of supplies or services determined to be reasonably available from only one source/only one manufacture. Competition is impractical for the following reasons (please answer the questions below):
1. What are the reasons for soliciting only the suggested source/suggested brand name? Please provide the unique characteristics of the items or services along with the supporting rationale and the market research performed to substantiate your reason for the suggested source/brand name.
The specified control valves are a critical system component for a Dryer Unit required by the compressors in the NASA Langley Research Center Compressor Station Complex. The specifications provided are an upgrade replacement of the currently failing units within the existing system design. Deviation from existing design specifications will create a work stoppage if installed within this National Critical Infrastructure and thereby adversely impact multiple NASA missions. Robert E. Mason & Associates, Inc. is the regional vendor for ValvTechnologies utilized in the design of the Compressor Station. In addition, Robert E. Mason & Associates, Inc. is the current supplier supporting the Emerson product line at NASA LaRC and has extensive knowledge of the existing system design and function.
2. What is the impact to the government if another vendor/brand was used? Include any dollar, schedule, or compatibility impacts if possible.
The control valves for the Dryer Unit required by the compressors in the NASA Langley Research Center Compressor Station Complex are original and have never been replaced. Their operation has become erratic and affect the performance of the Dryer Unit which impacts operational efficiency. A valve failure could damage the Dryer Unit which creates an unsafe condition and research downtime. Sound engineering design/practice dictates procurement of direct replacement components in a timely manner. The requested purchase is significantly timelier, more cost effective (utilization of compatible components and implementation knowledge) and is associated with lower risk to mission and equipment safety.
