About this file
This is a Statement of Work (SOW) for the replacement of eight high-pressure isolation valves at NASA Langley's Compressor Station, Dryer #5. The project requires replacement of existing globe valves that are past their service life with new metal-seated ball valves featuring Grayloc hubs for improved serviceability.
The vendor must supply eight identical 3-inch rotary ball valves rated for 6500 psi at 500°F, designed to process air with both bi-directional sealing capability at 100 psi and uni-directional sealing at 6000 psi. Each valve must comply with ASME B16.34 standards and incorporate Single Piston Effect or Self-Relieving Seats for automatic cavity relief. The valves must be paired with 480V 3-phase electric actuators featuring 2-position functionality, fail-last-position operation, declutchable hand wheels for manual actuation, limit switch feedback, torque detection to prevent overtravel, and internal valve controller logic independent of external PLC systems. The vendor is responsible for assembly and testing of actuator-to-valve packages, providing compliance documentation per Langley LPR 1710.40 (including Material Test Reports), and shipping all units to NASA Langley. The place of performance is NASA Langley Research Center's Compressor Station, with a 20-week performance period.

STATEMENT OF WORK
1. Objective/Requirements The replacement of eight high pressure main process and reactivation isolation valves on Dryer #5 at NASA Langley Compressor Station. The existing valves are globe valves welded in the pipe, not easily serviceable, and are well past their expected service life. The new valves will be metal-seated ball valves with Grayloc hubs to ease removal for servicing.
2. Characteristics, Scope, and Specs
3. Quantity: 8, all identical and able to be used in any of the 8 locations.
4. Valve:
a. Nominal size: 3"
b. Rated Pressure: 6500psi
c. Rated Temperature: 500 degF
d. Process Media: Air
e. End Connections: 3” Grayloc Hubs
f. Valve Style: Rotary Ball, Metal Seated
g. Bi-directional sealing for 100psi air (for reactivation)
h. Uni-directional sealing for 6000psi process air
i. Designed and rated per ASME B16.34 requirements
j. Valve shall feature Single Piston Effect (SPE) or Self-Relieving Seats to provide automatic cavity relief.
5. Actuator:
