This recommendation is for the acquisition of supplies or services determined to be reasonably available from only one source/only one manufacture. Competition is impractical for the following reasons (please answer the questions below):

1. What are the reasons for soliciting only the suggested source/suggested brand name? Please provide the unique characteristics of the items or services along with the supporting rationale and the market research performed to substantiate your reason for the suggested source/brand name.

The specified Sloan Watchman Lubricator is a commercially available replacement system for the known problematic OE lubricator system on the Superior WH74 compressor at at NASA Langley

Research Center (LaRC). The provided specifications/drawings are an existing engineered solution providing a retrofit installation to replace a known issue in the OE design. Deviation from existing design specifications/design created by Sloan could create additional work stoppages beyond those already being experienced.

2. What is the impact to the government if another vendor/brand was used? Include any dollar, schedule, or compatibility impacts if possible.

The lubricator system on the WH74 Superior Compressor 7 has a known design flaw that causes the system to routinely need hand purging. This process causes excessive downtime and often leads to internal lubricator system component failures requiring frequent repairs. Recognizing this issue Sloan

Lubrication systems developed a Watchman lubrication system to replace the OE system on these compressors. Procurement of this Sloan Watchman System will improve compressor uptime and allow the compressor station to meet center wide high-pressure air demand. Sound engineering design/practice dictates procurement of a commercially available pre-engineered system. Introduction of another brand components would require an engineering study, system design and approval process, in addition to procurement, modification and installation time. A ROM for the efforts described and

1.0 year (in addition to costs and lead time associated with materials procurement). The requested purchase is significantly timelier, more cost effective (utilization of compatible components and implementation knowledge) and is associated with lower risk to mission and equipment safety.
