About this file
This is a NASA Shared Services Center Recommendation and Determination to Solicit from One Source or Brand Name justification document dated March 15, 2017 (Version 2.0). NASA Glenn Research Center seeks to procure a Scanivalve pressure scanner to replace an existing system reaching end-of-life and to support the Data and Systems Branch's Instrumentation Office. The acquisition is justified as a brand name procurement, with an estimated lead-time of 17 weeks after receipt of order (ARO). The estimated total cost is redacted in the document.
The justification establishes that no other commercially available pressure scanning systems meet the specific technical performance and compatibility requirements established by NASA's technical evaluation team. Scanivalve Corporation is identified as the only responsible manufacturer capable of providing a system meeting the required pressure measurement accuracy and usability specifications, and procuring from this brand ensures technical compliance and continuity with existing instrumentation in the current testing environment. The document notes that using an alternative vendor would create a critical capability gap, potentially causing significant project delays, introducing performance risks, compromising data integrity, and jeopardizing successful project execution and mission objectives. No competitive alternatives are available that meet the established technical requirements for this acquisition.

NATIONAL AERONAUTICS AND SPACE ADMINISTRATION
NASA SHARED SERVICES CENTER
RECOMMENDATION AND DETERMINATION TO SOLICIT FROM ONE SOURCE
OR BRAND NAME
PICK ONE
Sole Source:
☐I recommend that NASA, NASA Shared Services Center negotiate with Vendor Name only for Supply or Service to be procured. The total estimated cost of this effort is Dollar amount and the estimated period of performance or lead-time for delivery is Date.
OR
Brand Name Justification:
☒I recommend that NASA, NASA Shared Services Center negotiate only with vendors who can provide the subject brand name from Scanivalve Corporation for Scanivalve Pressure Scanner. The total estimated cost of this effort is and the estimated period of performance or lead-time for delivery is 17 weeks ARO.
This recommendation is for the acquisition of supplies or services determined to be reasonably available from only one source/only one manufacture. Competition is impractical for the following reasons (please answer the questions below):
1. What are the reasons for soliciting only the suggested source/suggested brand name? Please provide the unique characteristics of the items or services along with the supporting rationale and the market research performed to substantiate your reason for the suggested source/brand name.
NASA Glenn Research Center requires the acquisition of a Scanivalve pressure scanner to replace the current system that will be end-of-life to support the Data and Systems Branch. The Instrumentation Office has conducted a technical evaluation and determined that this system uniquely satisfies the project’s performance and compatibility requirements. No other commercially available products meet the necessary specifications required for the application. The Scanivalve Corporation model was selected because it met the pressure measurement accuracy and useability requirements. Scanivalve is the only responsible manufacturer/brand capable of providing the system. Procuring this equipment from the Scanivalve brand ensures technical compliance and continuity with existing instrumentation in the current testing environment.
2. What is the impact to the government if another vendor/brand is used? Include any dollar, schedule, or compatibility impacts if possible.
Due to the lack of availability of scanners on the market that can meet the specific pressure requirements, it is not possible to select another manufacturer/vendor. If Scanivalve is not selected, NASA Glenn Research Center would be unable to procure a system that meets the established technical requirements for this portion of the project. The absence of an equivalent product from other vendors would result in a critical capability gap. This would likely cause significant project delays as alternative solutions are explored or requirements are redefined. Additionally, attempting to integrate a non-compliant system could introduce performance risks and compromise data integrity. Ultimately, failure to procure from Scanivalve or an associated reseller would jeopardize successful project execution and mission objectives
