About this file
This is a NASA Shared Services Center Recommendation and Determination to Solicit from One Source or Brand Name document dated March 15, 2017 (V2.0). NASA recommends negotiating exclusively with Cryostar for the supply of a liquid nitrogen transfer pump assembly, specifically model LIN Transfer – MCP 400/20L-1.7-CB-WB C/0, fully interchangeable with the existing CS400/20L SN 96013. The estimated period of performance or lead-time for delivery is 06/30/2027.
The justification for sole-source negotiation with Cryostar is based on its status as the original equipment manufacturer (OEM) for the current pump in place at NASA's National Transonic Facility (NTF). Cryostar possesses all original trade secrets, detailed engineering plans, tooling, validation plans, and skilled craftspeople necessary to deliver a replacement pump with identical performance characteristics and full interchangeability with the existing equipment. The document notes that using an alternative vendor would require significant facility modifications, new electrical connections, and integration with facility automation and control systems, resulting in estimated costs exceeding $100,000 plus six months of additional engineering, installation, and validation work. Since the NTF currently operates duplicate pumps on an alternating basis for redundancy, any modifications to one pump would negate the redundancy benefits and potentially impact multiple NASA missions dependent on this critical infrastructure asset.

RECOMMENDATION AND DETERMINATION TO SOLICIT FROM ONE SOURCE

Sole Source:
☐I recommend that NASA, NASA Shared Services Center negotiate with Vendor only for the liquid nitrogen pump assembly listed on the attached quote. The total estimated cost of this effort is Enter Dollar amount (estimated) and the estimated period of performance is Enter Date.
OR
Brand Name Justification:
☒I recommend that NASA, NASA Shared Services Center negotiate with only with vendors who can provide the subject band name from Cryostar for LIN Transfer – MCP 400/20L-1.7-CB-WB C/0 fully interchangeable with existing CS400/20L SN 96013. The total estimated cost of this effort is and the estimated period of performance or lead-time for delivery is 06/30/2027.
This recommendation is for the acquisition of supplies or services determined to be reasonably available from only one source/only one manufacture. Competition is impractical for the following reasons (please answer the questions below):
1. What are the reasons for soliciting only the suggested source/suggested brand name? Please provide the unique characteristics of the items or services along with the supporting rationale and the market research performed to substantiate your reason for the suggested source/brand name.
The company listed is the OEM for the current pump in place. Cryostar has committed to delivering a pump with the same performance characteristics as the original pump, which is also fully interchangeable with the existing pump. Cryostar has all original trade secrets, including detailed engineering plans, tooling, validation plans, and familiar skilled craftsman to ensure that the replacement pump can properly support NTF’s needs.
2. What is the impact to the government if another vendor/brand is used? Include any dollar, schedule, or compatibility impacts if possible.
Cryostar can deliver an interchangeable pump meeting specifications without requiring significant re-engineering. Any pump of similar performance which is not physically or electronically compatible would likely result in a requirement for physical modifications to the facility, requirements for new electrical connection, and/or requirements for new interfaces to facility automation and controls systems. Any of these modifications would result in significant additional engineering, installation, and integration validation work, resulting in significant increases to cost. A ROM for the efforts described exceed $100k and 6 months in addition to unknown testing and rework which would be required to ensure proper facility integration. Additionally, the facility currently operates duplicate pumps on an alternating basis, providing redundancy. Any modification to the facility for one of these pumps would then negate the benefits of having redundant pumps. The existing Cryostar LN2 pump 12
