About this file

This is a Sole Source Justification and Recommendation document from the NASA Shared Services Center, dated January 2026, requesting authorization to conduct a non-competitive procurement with DevGlobal for professional facilitation and logistical coordination of the 2026 Data Repositories Workshop. The estimated period of performance is 7 months, with a total estimated cost that is redacted in the document.

The justification centers on compressed timeline requirements and vendor capability. Under the direction of NASA Headquarters' Office of the Chief Science Data Officer, the Marshall Space Flight Center's Data Analysis Services Project hosts an annual SMD Data Repositories Workshop that convenes data officers, producers, data scientists, and external stakeholders. Due to FY27 federal budget uncertainties, the workshop must occur by September 2026 to ensure execution before fiscal year-end; scheduling between November and January is infeasible due to holiday conflicts and scientific conference attendance by NASA staff, which would otherwise delay the event to February 2027. DevGlobal is identified as the sole source capable of managing the complex logistics—including securing a host facility, developing agenda, and coordinating speaker and attendee invitations—within this accelerated timeline. The justification emphasizes DevGlobal's established relationships with NASA centers, science programs, technical staff, and key partners developed through prior NASA Lifelines work; this existing institutional knowledge and proven experience at the intersection of science, data accessibility, and multi-stakeholder convening reduces onboarding time that other vendors cannot replicate. The document asserts that competitive procurement would preclude meeting the critical September deadline, resulting in cascading delays to dependent governance initiatives and significant additional contract costs for NASA.

NATIONAL AERONAUTICS AND SPACE ADMINISTRATION

NASA SHARED SERVICES CENTER

RECOMMENDATION AND DETERMINATION TO SOLICIT FROM ONE SOURCE

OR BRAND NAME

PICK ONE

Sole Source:

I recommend that NASA, NASA Shared Services Center negotiate with DevGlobal only for professional facilitation and logistical coordination of the 2026 Data Repositories Workshop. The total estimated cost of this effort is and the estimated period of performance or lead-time for delivery is 7 months.

OR

Brand Name Justification:

I recommend that NASA, NASA Shared Services Center negotiate with only with vendors who can provide the subject band name from Manufacture Name for Enter Supply or Service to be procured. The total estimated cost of this effort is Enter Dollar amount and the estimated period of performance or lead-time for delivery is Date.

This recommendation is for the acquisition of supplies or services determined to be reasonably available from only one source/only one manufacture. Competition is impractical for the following reasons (please answer the questions below):

1. What are the reasons for soliciting only the suggested source/suggested brand name? Please provide the unique characteristics of the items or services along with the supporting rationale and the market research performed to substantiate your reason for the suggested source/brand name.

Under the direction of NASA Headquarters' Office of the Chief Science Data Officer (OCSDO), Marshall

Space Flight Center’s Data Analysis Services Project (DASP) provides data science guidance, training, and support to Science Mission Directorate (SMD) divisions and projects. DASP hosts an annual meeting, the SMD Data Repositories Workshop, that convenes SMD data officers, data producers, data scientists, and external stakeholders to discuss current issues regarding NASA’s data repositories, governance, and data science practices. Due to uncertainties surrounding the timing and content of the FY27 federal budget, the OCSDO has requested that planning for this year’s meeting be accelerated to ensure it occurs by September 2026, prior to the end of the fiscal year. Scheduling the workshop between November and January is unfeasible due to the holiday season and the high volume of scientific conferences attended by NASA SMD staff; consequently, failing to execute the workshop by September would delay the event until at least February 2027.

To accommodate this compressed timeframe, a sole-source solicitation is requested. The selected vendor must rapidly manage complex logistics, including securing a host facility and related contracts, developing an agenda, and coordinating speaker and attendee invitations. DASP maintains an established relationship with DevGlobal, which has successfully supported similar initiatives on behalf of the SMD community,, including NASA Lifelines. Through Lifelines and associated NASA activities, DevGlobal has already developed working relationships with science programs, NASA centers, technical staff, and key partner organizations. This allows them to design convenings that are context-aware, scientifically accurate, and tightly integrated with mission objectives—reducing onboarding time and ensuring continuity that other vendors cannot replicate within the available schedule.

DevGlobal uniquely suited to NASA SMD’s specialized workshop needs. Their experience is not that of a general event planner—they operate at the intersection of science, convening allowing them to execute the SMD Data Repositories Workshop more efficiently than other vendors, ensuring adherence to NASA’s accelerated timeline.
