About this file

This is a NASA Sole Source Justification and Recommendation document, dated March 4, 2026, submitted by the NASA Shared Services Center. The document recommends negotiating exclusively with Osprey Scientific Control Solutions for repair services of the UPWT (Unitary Plan Wind Tunnel) Facility Automation System (FAS). The total estimated cost is redacted, and the period of performance is contingent on test requirements. The justification emphasizes that Osprey possesses unique expertise with the FAS and its legacy EPICS program, which is no longer commercially available and has limited personnel nationwide qualified to support it. Osprey has previously performed diagnostics on the system and is currently engaged in the first phase of anticipated follow-up repairs.

The document identifies significant risks associated with selecting an alternative vendor, including potential compatibility issues that could prevent proper system functioning, additional costs to restart the project with a new vendor, and critical schedule delays that would impact the wind tunnel's ability to conduct and support test operations. The justification supports the determination that competition is impractical due to the singular availability of qualified resources and the operational necessity of maintaining system continuity. The technical user signed the document on March 4, 2026, though the name and title fields are redacted.

NATIONAL AERONAUTICS AND SPACE ADMINISTRATION

NASA SHARED SERVICES CENTER

RECOMMENDATION AND DETERMINATION TO SOLICIT FROM ONE SOURCE

OR BRAND NAME

PICK ONE

Sole Source:

☒I recommend that NASA, NASA Shared Services Center negotiate with Osprey Scientific Control Solutions only for Repair Services for the UPWT FAS. The total estimated cost of this effort is and the estimated period of performance is contingent on test requirements.

OR

Brand Name Justification:

☐I recommend that NASA, NASA Shared Services Center negotiate with only with vendors who can provide the subject band name from Manufacture Name for Enter Supply or Service to be procured.

The total estimated cost of this effort is Enter Dollar amount and the estimated period of performance or lead-time for delivery is Date.

This recommendation is for the acquisition of supplies or services determined to be reasonably available from only one source/only one manufacture. Competition is impractical for the following reasons (please answer the questions below):

1. What are the reasons for soliciting only the suggested source/suggested brand name? Please provide the unique characteristics of the items or services along with the supporting rationale and the market research performed to substantiate your reason for the suggested source/brand name.

Osprey services have been requested in part due to their personal experience with the data and automation systems involved. UPWT uses a unique program (EPICS) currently no longer available commercially, with a limited number of personnel countrywide familiar with its functions. Osprey will be able to return the FAS (Facility Automation System) to operational status required for the proper testing support performed at the tunnel. Osprey have previously performed diagnostics on the FAS & are engaged in the first of several expected follow-up repairs.

2. What is the impact to the government if another vendor/brand is used? Include any dollar, schedule, or compatibility impacts if possible.

Compatibility issues may prevent proper functioning of the system. The vendor selection based on prior and unique knowledge of the system would require additional funds to start over. Project delays would critically affect the Unitary Plan Wind Tunnel ability to run and support test operations. A functioning automation system is required to meet that goal.
