About this file

This is a Scope of Work for a firm fixed price contract to restore and optimize VXI (VMEbus eXtensions for Instrumentation) hardware operations for the Unity Plan Wind Tunnel facility at NASA Langley Research Center. The contractor, identified as the original code writer under sole source justification, will execute three distinct milestones within a 90-day period of performance. Milestone 1 involves KSC driver development for the MV177 system, including reviewing existing code, building the driver, implementing hardware query capability, configuring memory-mapped AB Blue hose, and identifying base addresses on KSC VXI boards. Milestone 2 requires simplification of the application architecture by modifying directory structure to allocate one directory per Input/Output Controller, enabling boot capability from any server, testing conversion of ADL files to Phoebus display format, and consolidating records into single .xls files for mass editing. Milestone 3 consists of on-site implementation at NASA Langley Research Center in Hampton, Virginia, where the contractor will make VXI hardware and AB Blue hose operational, create a new application boot directory, boot IOCs from the new structure, and demonstrate the modification process from .xls to .db file creation.

The contract employs a milestone-based payment schedule with payment upon completion of each milestone. Milestones 1 and 2 will be performed remotely at the contractor's facility, while Milestone 3 requires on-site work at NASA Langley Research Center, with travel costs included in the milestone price. Acceptance criteria for each milestone require successful completion of all listed tasks, delivery of specified deliverables, and approval by the NASA Technical Representative. The contractor is responsible for providing all labor, materials, expertise, progress updates, and professional industry standards compliance, while NASA will provide access to existing code bases, hardware systems, facility access, technical point of contact designation, and invoice processing. Any work beyond the three defined milestones requires a contract modification.
