NASA Shared Services Center is proceeding with a brand name justification to solicit only from Nearmap for a Nearmap Subscription Renewal. The requirement is for the purchase and renewal of Nearmap software to provide aerial imagery and 3D products supporting NASA's Centers and field sites. The contract period of performance is January 25, 2026, through January 24, 2027. Nearmap was identified as the only vendor meeting NASA's specific technical requirements: 3-inch or better resolution imagery captured two or more times per year with existing catalog coverage for the majority of NASA's Centers and field sites. Competing vendors in the market—including other aerial imagery providers and satellite imagery providers—cannot satisfy the combination of resolution, frequency, and coverage requirements. While some aerial imagery vendors could produce 3-inch resolution imagery, they lack existing coverage of NASA's facilities and would require costly and time-consuming new collection efforts. Satellite imagery providers cannot meet the 3-inch resolution requirement due to hardware limitations. Utilizing an alternative vendor would result in significant cost and schedule impacts, making Nearmap the sole practical source for this acquisition.

☒I recommend that NASA, NASA Shared Services Center negotiate only with vendors who can provide the subject brand name from Nearmap for Nearmap Subscription Renewal. The total estimated cost of this effort is and the estimated period of performance or lead-time for delivery is 01/25/2026 - 01/24/2027.
This recommendation is for the acquisition of supplies or services determined to be reasonably available from only one source/only one manufacture. Competition is impractical for the following reasons (please answer the questions below):
1. What are the reasons for soliciting only the suggested source/suggested brand name? Please provide the unique characteristics of the items or services along with the supporting rationale and the market research performed to substantiate your reason for the suggested source/brand name.
This requirement is for the purchase of the renewal for Nearmap software. Nearmap was the only brand identified that could meet the resolution, frequency, and coverage extent needed to support our requirement. Nearmap captures 3” or better resolution imagery two or more times per year and maintains a catalog of imagery and 3D products which provides coverage for the majority of NASA’s Centers and field sites. Other competitors in the market include vendors providing aerial or satellite imagery, which could not meet the frequency, resolution, or coverage extent provided by Nearmap and needed to support NASA’s requirement. While other aerial imagery providers could produce 3” imagery, they did not meet the frequency and/or existing coverage areas provided by Nearmap. Satellite imagery providers could not meet the 3” resolution requirement needed due to limitations in the collection hardware.
2. What is the impact to the government if another vendor/brand is used? Include any dollar, schedule, or compatibility impacts if possible.
Using a brand other than Nearmap would result in significant cost and time impacts or result in a product incapable of meeting NASA’s requirement. Since other aerial imagery vendors do not currently have the Center and field sites collected, this would require new collection efforts which would result in additional cost and time to acquire this imagery and produce 3D products. Satellite imagery providers could potentially meet the coverage and frequency requirements, but the resolution of the imagery provided is insufficient to support our requirements.
