About this file

This document is a NASA Shared Services Center Recommendation and Determination to Solicit from One Source (Brand Name Justification) for an Epson EB-PU1007W Business Projector. The document seeks to acquire 7,000 Lumens, WUXGA projectors specifically for the Apollo A and B conference rooms at the Human Health & Performance Laboratory (B21) at Johnson Space Center. NASA is justifying a sole-source procurement due to the unique requirements of the facility, the existing system's configuration, and the need to maintain compatibility with current technical specifications.

The document outlines that the current projectors are nearing the end of their service life and have been causing operational disruptions, with management receiving complaints about equipment performance. Other projector brands are deemed incompatible with the existing system and do not meet the required technical specifications. The procurement is critical for maintaining the facility's capabilities, which supports astronaut health and performance research, and hosts high-profile meetings at various levels. The estimated period of performance is 30 Days After Receipt of Order (ARO), with the total estimated cost redacted in the document.

NATIONAL AERONAUTICS AND SPACE ADMINISTRATION

NASA SHARED SERVICES CENTER

RECOMMENDATION AND DETERMINATION TO SOLICIT FROM ONE SOURCE

OR BRAND NAME

Brand Name Justification:

I recommend that NASA, NASA Shared Services Center negotiate only with vendors who can provide the subject brand name from Epson America, Inc. for EB-PU1007W Business Projector, 7,000 Lumens, WUXGA. The total estimated cost of this effort is and the estimated period of performance or lead-time for delivery is 30 Days ARO.

This recommendation is for the acquisition of supplies or services determined to be reasonably available from only one source/only one manufacture. Competition is impractical for the following reasons (please answer the questions below):

1. What are the reasons for soliciting only the suggested source/suggested brand name? Please provide the unique characteristics of the items or services along with the supporting rationale and the market research performed to substantiate your reason for the suggested source/brand name.

The Human Health & Performance Laboratory (B21) at Johnson Space Center houses the Biomedical Research and Environmental Sciences Division and plays a critical role in advancing astronaut health and performance, particularly in mitigating human-system risks associated with long-duration spaceflight.

Given the extensive collaboration among scientists, clinicians, engineers, commercial and international partners, academia, and other government agencies, it is essential to maintain the facility and its equipment in excellent working condition. B21 regularly hosts Astronaut Candidate (ASCAN) training and high-profile meetings at the Center, Agency, Federal, and International levels. The projectors in the Apollo A and B conference rooms are now nearing the end of their service life and require replacement.

including brightness, throw distance, light source (lamp vs. laser), color accuracy, and compatibility with

2. What is the impact to the government if another vendor/brand is used? Include any dollar, schedule, or compatibility impacts if possible.

The deteriorating condition of the current projectors has already affected Government operations. BRES management regularly receives complaints from across the Center and the Agency noting that the equipment is not functioning properly, which is inconsistent with expectations for a state-of-the-art facility. Other projector brands are incompatible with the existing system and do not meet the required technical specifications. Given the unique construction and configuration of the Apollo A and B conference rooms, replacing the projectors with units from the original manufacturer is the most practical and cost-effective solution.
