About this file

This document is a NASA Shared Services Center Recommendation and Determination to Solicit from One Source form, specifically a sole source justification for purchasing specialized hardware from Diversified Technical Systems, Inc. (DTS). NASA Langley Research Center requires the acquisition of DTS SLICE NANO Base+, SLICE NANO Bridge, and SLICE End-of-Chain Terminal and accessories to replace systems damaged during SpaceX Bay 12 testing. The hardware is critical for the Landing and Impact Research (LandIR) Facility's Anthropomorphic Test Device (ATD) data collection, with an estimated delivery period of 4-6 weeks and a total cost that is redacted in the document.

The justification emphasizes that DTS is the sole source supplier, and using alternative vendors would result in significant operational challenges, including potential loss of critical instrumentation data, substantial schedule delays, increased redesign costs, and possible suspension of LandIR facility operations. The document explicitly states that only DTS hardware meets the requirements for technical compatibility, continuity of operations, and interoperability with the existing research environment, thereby supporting the sole source procurement approach.

NATIONAL AERONAUTICS AND SPACE ADMINISTRATION

NASA SHARED SERVICES CENTER

RECOMMENDATION AND DETERMINATION TO SOLICIT FROM ONE SOURCE

OR BRAND NAME

PICK ONE

Sole Source:

☒I recommend that NASA, NASA Shared Services Center negotiate with Diversified Technical Systems, Inc. (DTS) only for Diversified Technical Systems, Inc. (DTS) SLICE NANO Hardware. The total estimated cost of this effort is and the estimated period of performance or lead-time for delivery is 4 – 6 Weeks ARO.

OR

Brand Name Justification:

☐I recommend that NASA, NASA Shared Services Center negotiate only with vendors who can provide the subject brand name from Manufacture Name for Product being purchased . The total estimated cost of this effort is $Dollar Amount and the estimated period of performance or lead-time for delivery is Date .

This recommendation is for the acquisition of supplies or services determined to be reasonably available from only one source/only one manufacture. Competition is impractical for the following reasons (please answer the questions below):

1. What are the reasons for soliciting only the suggested source/suggested brand name? Please provide the unique characteristics of the items or services along with the supporting rationale and the market research performed to substantiate your reason for the suggested source/brand name.

NASA Langley Research Center (LaRC) requires the purchase of the DTS SLICE NANO Base+, DTS SLICE NANO Bridge (3 MCS-07), and DTS SLICE End-of-Chain Terminal and accessories which will be direct replacements for systems that were damaged during SpaceX Bay 12 testing in support of the commercial program. The DTS SLICE system is an integral component of the newest Anthropomorphic Test Device (ATD) used at the LaRC Landing and Impact Research (LandIR) Facility. This specific vendor’s hardware is needed to maintain operational capability and continuity of data collection for ongoing and upcoming test campaigns.

2. What is the impact to the government if another vendor/brand is used? Include any dollar, schedule, or compatibility impacts if possible.

If another vendor were selected, it would result in the loss of NASA LaRC’s ability to process and record critical instrumentation data during crash tests conducted at the Landing and Impact Research (LandIR) facility. Anthropomorphic Test Device (ATD) are central to nearly all LandIR research activities, and high-fidelity data acquisition is the primary objective of these tests. Inability to collect this data would likely lead to substantial schedule delays, increased costs associated with ATD redesign, and potentially even the suspension of operations at the LandIR facility due to the absence of viable alternative data collection solutions. Only the vendor DTS’s hardware will meet the requirements for technical compatibility, continuity of operations, interoperability with existing environment.

ADDITIONAL COMMENTS:

DTS is the sole source supplier for the SLICE NANO items required.
