This recommendation is for the acquisition of supplies or services determined to be reasonably available from only one source/only one manufacture. Competition is impractical for the following reasons (please answer the questions below):
1. What are the reasons for soliciting only the suggested source/suggested brand name? Please provide the unique characteristics of the items or services along with the supporting rationale and the market research performed to substantiate your reason for the suggested source/brand name.
The Glenn Research Center (GRC) recommends that NASA and the NASA Shared Services Center (NSSC) negotiate exclusively with Flow Science, Inc. for the renewal of existing FLOW-3D leased licenses, as described in the statement of work. Flow Science, Inc. is the original developer and the sole known provider of the FLOW-3D software and its associated support services. This procurement action is for the extension of existing software leases, along with the continuation of technical support for the referenced application. NASA GRC also maintains perpetual licenses for this product, and the leased licenses further expand the portfolio available to our user base. The Center has a significant investment, both financial and personnel-related in the setup, maintenance, and utilization of this application.
Maintaining the current licensing structure is therefore essential to ensuring uninterrupted mission support and operational efficiency.
2. What is the impact to the government if another vendor/brand is used? Include any dollar, schedule, or compatibility impacts if possible.
NASA currently uses Flow Science’s FLOW-3D CFD software. This procurement action expands the capabilities of the Center’s existing permanent FLOW-3D licensing. Significant labor hours have already been invested in developing input files, geometry models, and code anchoring for this software.
Transitioning to a different CFD package would require duplicating this work, resulting in substantial additional cost and unacceptable schedule delays. FLOW-3D is actively used to support multiple projects at the Center. Failure to procure the leased licenses and maintenance in a timely manner would cause major disruptions and delays to these already time-sensitive project schedules.
ADDITIONAL COMMENTS:
FLOW-3D is a specialized proprietary software, privately held and developed by Flow Science. Only Flow Science can provide the specific software licenses and any associated add-ons.
