About this file

This document is a Statement of Work (SOW) for a SOFC Building Upgrade project at NASA's Glenn Research Center (GRC) focused on modifying a Horiba Fuelcon Evaluator test stand for Mars-related solid oxide fuel cell (SOFC) applications. The procurement involves comprehensive on-site engineering services to recommission a test stand that has been inactive for over 5 years, including technical modifications such as adding oxygen and methane handling capabilities, increasing load bank capacity to 1.8kWe, updating safety components, performing on-site startup and recommissioning, and providing training for GRC personnel.

The SOW also includes mandatory AI verbiage for contract performance, specifically two requirements: 1) contractors must disclose any AI technology usage during contract fulfillment, and 2) additional requirements apply when acquiring covered AI systems or services as defined by OMB memo M-25-22. The project's primary objective is to adapt existing aerospace test equipment originally configured for hydrogen and air reactants to support future Mars application testing using methane and oxygen reactants, representing a significant technical reconfiguration of the test infrastructure.

Objective: Statement of Work

Project: SOFC Building Upgrade for Mars Applications

Task: Horiba Fuelcon Evaluator test stand modification

To whom it may concern, The proposed procurement involves on-site engineering assessment, recommissioning, and modification to existing test equipment (Horiba Fuelcon Evaluator, Building 109) to accommodate testing of methane/oxygen fueled solid oxide fuel cell (SOFC) articles for Mars applications.

The test stand has not been operated in 5+ years, and requires service to assess current state of operability, recalibrate, and recommission. Additionally, it was originally configured for aerospace-oriented applications (using hydrogen & air reactants, up to 1kWe power generation), which does not suit the projected needs for Mars applications (methane & oxygen reactants).

This procurement will include:

-On-site engineering inspection and recommissioning -Addition of oxygen and increased methane handling capabilities -Increased load bank capacity up to 1.8kWe power -Update safety matrix including all necessary components -On-site startup and recommissioning after modification -Training of GRC personnel for safe and proper operation of the test stand

AI VERBIAGE:

1) Use of Artificial Intelligence (AI) During Contract Performance (SEP 2025) which requires contractors to disclose the use of AI technologies at any time during the fulfillment of the contract. This requirement statement must be included in all contracts (including orders); and

2) Artificial Intelligence (AI) Acquisitions (SEP 2025) which provides additional contractor requirements when the contract is acquiring covered AI systems or services as defined by OMB memo M-25-22. This requirement statement must be included in all contracts (including orders) when acquiring covered AI systems or services. Covered AI systems or services and exceptions are listed below as defined OMB memo M-25-22).
