About this file
This document is a NASA Shared Services Center Recommendation and Determination to Solicit from One Source form for a sole source procurement. NASA intends to negotiate exclusively with MMR Communications for a new camera system installation at the High Pressure Industrial Water (HPIW) Facility at Stennis Space Center. The procurement requires specific AXIS hardware model numbers and installation at designated locations, with a 12-week delivery timeline after receipt of order.
The justification emphasizes the need for precise vendor and model configurations to ensure system compatibility and support. Using an alternative vendor would require contract modifications, potentially compromise system functionality, and create challenges with warranty and technical support. MMR was selected because their hardware quotation exactly matches the government's technical specifications, they have qualified personnel nearby, and can provide timely installation services at a fair and reasonable cost.

NATIONAL AERONAUTICS AND SPACE ADMINISTRATION
NASA SHARED SERVICES CENTER
RECOMMENDATION AND DETERMINATION TO SOLICIT FROM ONE SOURCE
OR BRAND NAME
PICK ONE
Sole Source:
☒I recommend that NASA, NASA Shared Services Center negotiate with MMR Communications only for HPIW - Net New - HPIW Full Submittal Purchase. The total estimated cost of this effort is and the estimated period of performance or lead-time for delivery is 12 weeks ARO.
OR
Brand Name Justification:
☐I recommend that NASA, NASA Shared Services Center negotiate only with vendors who can provide the subject band name from . for Enter Supply or Service to be procured. The total estimated cost of this effort is Enter Dollar amount and the estimated period of performance or lead-time for delivery is .
This recommendation is for the acquisition of supplies or services determined to be reasonably available from only one source/only one manufacture. Competition is impractical for the following reasons (please answer the questions below):
1. What are the reasons for soliciting only the suggested source/suggested brand name? Please provide the unique characteristics of the items or services along with the supporting rationale and the market research performed to substantiate your reason for the suggested source/brand name.
NASA has identified specific hardware model numbers and corresponding installation locations as part of a turnkey requirement to install a new camera system at the High Pressure Industrial Water Facility.
The requirement mandates the use of particular vendor and model configurations, as well as designated suppliers operating within their authorized local, regional, or territorial sales and representation areas for Stennis Space Center. This ensures that hardware procurement is fully supported by local authorized representatives. The specified hardware models were originally established under a prior project and have been validated as fully compatible with the new camera system detailed in the current Statement of Work. The AXIS hardware quotation provided by MMR corresponds precisely to the AXIS equipment required by the Government’s technical specifications. Furthermore, MMR maintains qualified personnel in close proximity to Stennis Space Center, enabling timely installation services at a fair and reasonable cost. Together, these factors support the determination that procurement from the identified source is necessary to meet the Government’s technical, operational, and supportability requirements.
2. What is the impact to the government if another vendor/brand is used? Include any dollar, schedule, or compatibility impacts if possible.
Use of any camera system other than the specified vendor would necessitate a contract modification to redesign the existing control system to ensure compatibility with the new hardware. Additionally, if the alternate hardware supplier operates outside the designated sales territories, local authorized representatives would be unable to provide warranty service or technical support. Providing support outside established sales regions creates ambiguity in responsibility and could result in increased future costs to the Government. Furthermore, other vendors may not satisfy the precise technical and performance requirements of the current system, potentially requiring additional funding to implement design changes or system upgrades needed to achieve full functionality.
