☒I recommend that NASA, NASA Shared Services Center negotiate with TTTech North America, Inc only for TTTech TTE-Switch Lab Space and End System Lab Space. The total estimated cost of this effort is and the estimated period of performance or lead-time for delivery is 6-8 weeks ARO.

☐I recommend that NASA, NASA Shared Services Center negotiate only with vendors who can provide the subject brand name from Manufacture Name for Enter Supply or Service to be procured. The total estimated cost of this effort is Enter Dollar amount and the estimated period of performance or lead-time for delivery is Date.
This recommendation is for the acquisition of supplies or services determined to be reasonably available from only one source/only one manufacture. Competition is impractical for the following reasons (please answer the questions below):
1. What are the reasons for soliciting only the suggested source/suggested brand name? Please provide the unique characteristics of the items or services along with the supporting rationale and the market research performed to substantiate your reason for the suggested source/brand name.
This hardware will be used to prototype, test, and analyze unreleased flight software and emulated flight hardware interfaces for the Habitat and Logistics Outpost (HALO) Avionics Simulator and the Power and Propulsion element (PPE) Avionics emulator that will be used in the Gateway Software Verification
Laboratory (GSVL). It does not result in the production of flight software or hardware products. It is used for early development of prototype HALO core Flight Software (cFS), early integration and testing of the
HALO processor interfaces and the PPE processor interfaces using the integrated Gateway configurations in the GSVL and eventually to certify a Commercial-off-the-Shelf (COTS) version of the
HALO Avionics Simulator and the PPE Avionics Emulator “Lite” for Level 2 (or integrated) functional flight software testing. To support the above, this sole source justification is a result of extensive research conducted by the Gateway HALO prime contractor, Northrop Grumman, and the Gateway PPE contractor, MAXAR. Part of the GSVL charter is to evaluate the hardware and software tool chains that have been proposed by the Gateway partners. GSVL is the place where the NASA Gateway Level 2
Flight Software team will perform hands on evaluation and utilization of all hardware and software tools being used by the Gateway partners Level 2 flight software. To execute that independent evaluation, and accelerate the integration schedule, GSVL must procure the identical hardware, software, and tool chains as those being used by Northrup Grumman in the development of the HALO Avionics Simulator (a
COTS version of the HALO Avionics Simulator) and MAXAR in the development of the PPE Avionics
Emulator “Lite” (a COTS version of the PPE Avionics). The use of these tools and hardware in the
GSVL allows the government to understand issues well in advance and certify a COTS level Avionics
Simulator built by NASA early thus potentially saving money, reducing risk, and accelerating the
Gateway program schedule.
2. What is the impact to the government if another vendor/brand is used? Include any dollar, schedule, or compatibility impacts if possible.

Only the requested TTTech hardware can be used for this build up and mitigation of risk as it will be used by the Gateway partner (Northrup Grumman) for the HALO Avionics Simulator and the Gateway
Partner (MAXAR) for the PPE Avionics Emulator “Lite”. It is in the best interest of the Government to use the exact vendor and part numbers as will be used to perform the correct evaluation, reduce any duplication of effort between NASA and its partners (Northrup Grumman and MAXAR), and accelerate the integration schedule for the Gateway program. Alternate sources for this hardware and software do not exist.
