About this file
This document is a NASA Shared Services Center Recommendation and Determination to Solicit from One Source form, specifically a sole source justification for procuring a custom Heterodyne Millimeter-Wave Radar Transceiver from Spacek Labs. The document details the rationale for selecting Spacek Labs as the sole vendor, emphasizing that the project requires an exact duplicate of radar systems previously purchased in 2020 and 2024. NASA indicates that Spacek Labs is unique in designing a custom solution optimized for their specific application, and alternative vendors selling component parts would not meet the project's data acquisition requirements.
The procurement seeks a custom radar transceiver with an estimated period of performance of 16 weeks from procurement. The document highlights that purchasing from another vendor would negatively impact the project's technical capabilities, as Spacek Labs has developed a specialized solution tailored to NASA's specific needs. The total estimated cost is redacted, but the sole source justification is based on the vendor's prior work and their ability to provide a precisely configured radar system that cannot be replicated by other manufacturers.

NATIONAL AERONAUTICS AND SPACE ADMINISTRATION
NASA SHARED SERVICES CENTER
RECOMMENDATION AND DETERMINATION TO SOLICIT FROM ONE SOURCE
OR BRAND NAME
PICK ONE
Sole Source:
☒I recommend that NASA, NASA Shared Services Center negotiate with Spacek Labs only for Development of a custom Heterodyne Milimeter-Wave Radar Transciever . The total estimated cost of this effort is and the estimated period of performance or lead-time for delivery is 16 weeks from procurement.
OR
Brand Name Justification:
☐I recommend that NASA, NASA Shared Services Center negotiate with only with vendors who can provide the subject brand name from Manufacture Name for Enter Supply or Service to be procured. The total estimated cost of this effort is Enter Dollar amount and the estimated period of performance or lead-time for delivery is Date.
This recommendation is for the acquisition of supplies or services determined to be reasonably available from only one source/only one manufacture. Competition is impractical for the following reasons (please answer the questions below):
1. What are the reasons for soliciting only the suggested source/suggested brand name? Please provide the unique characteristics of the items or services along with the supporting rationale and the market research performed to substantiate your reason for the suggested source/brand name.
The need for the project is to purchase an exact duplicate of the radar that was purchased in 2020 and 2024. Spacek Labs provided the original radar that was purchase in 2020 and 2024. Spacek is unique in that they are designing a custom solution for our application. There are other vendors who sell piece part components, however this would not be optimized for our need.
2. What is the impact to the government if another vendor/brand is used? Include any dollar, schedule, or compatibility impacts if possible.
Purchasing form another vendor would not work for this project as the project needs an exact duplicate of the original radar that was purchased from Spacek in 2020 and 2024. Spacek is unique in that they are designing a custom solution for our application. There are other vendors who sell piece part components, however this would not be optimized for our need. If we were to select the components on our own, we would not be as capable of effectively acquiring data.
