About this file
This document is a NASA Shared Services Center Recommendation and Determination to Solicit from One Source form recommending a sole source procurement from Wisconsin Oven Corporation (WOC) for upgrades to a 57 ft long batch curing oven at NASA LaRC. The oven was originally purchased by the STMD Deployable Composite Booms (DCB) project in 2022, and the current upgrades are needed to increase its maximum operating temperature. The document justifies the sole source selection by explaining that only the original manufacturer can effectively perform the hardware and software modifications, with alternative approaches (such as purchasing a new oven) being cost-prohibitive and time-consuming. The estimated period of performance is 16 weeks, and the procurement is specifically for modifications to support the DCB-FAB project's final part fabrication requirements by the end of the calendar year.

NATIONAL AERONAUTICS AND SPACE ADMINISTRATION
NASA SHARED SERVICES CENTER
RECOMMENDATION AND DETERMINATION TO SOLICIT FROM ONE SOURCE
OR BRAND NAME
PICK ONE
Sole Source:
☒I recommend that NASA, NASA Shared Services Center negotiate with Wisconsin Oven Corporation (WOC) only for upgrades to the NASA LaRC 57 ft long batch curing oven. The total estimated cost of this effort is and the estimated period of performance is 16 weeks.
OR
Brand Name Justification:
☐I recommend that NASA, NASA Shared Services Center negotiate with only with vendors who can provide the subject brand name from Manufacture Name for Enter Supply or Service to be procured.
The total estimated cost of this effort is Enter Dollar amount and the estimated period of performance or lead-time for delivery is Date.
This recommendation is for the acquisition of supplies or services determined to be reasonably available from only one source/only one manufacture. Competition is impractical for the following reasons (please answer the questions below):
1. What are the reasons for soliciting only the suggested source/suggested brand name? Please provide the unique characteristics of the items or services along with the supporting rationale and the market research performed to substantiate your reason for the suggested source/brand name.
The 57 ft long batch oven to be upgraded was fabricate and delivered to NASA LaRC by Wisconsin Oven Corporation in 2022. It was purchased by the STMD Deployable Composite Booms (DCB) project.
The upgrades needed now to increase the maximum operating temperature of the oven can only be carried out by the original manufacturer of the oven. No other company can perform such hardware upgrades and service the oven effectively guaranteeing its safety.
2. What is the impact to the government if another vendor/brand is used? Include any dollar, schedule, or compatibility impacts if possible.
It is not possible for another company to perform hardware and software changes to the existing oven. The only possibility to get a similar size and nature oven that has the additional operating temperature needed now would be to purchase a new oven, which would cost in the $400-500K range and take 6-7 months to construct and service based on the prior purchase. Therefore, the cost and schedule hit would not be compatible with the STMD project requesting the higher processing temperature capability.
