This recommendation is for the acquisition of supplies or services determined to be reasonably available from only one source/only one manufacture. Competition is impractical for the following reasons (please answer the questions below):
1. What are the reasons for soliciting only the suggested source/suggested brand name? Please provide the unique characteristics of the items or services along with the supporting rationale and the market research performed to substantiate your reason for the suggested source/brand name.
Specialized ceramic coatings are required to continue evaluation from previous NASA work. PTI is uniquely qualified due to their proprietary PTI 5 (CrC-NiCr) and PTI 214 (Alumina) coating formulations that have been extensively evaluated in previous NASA testing and demonstrated superior performance compared to alternatives. The company possesses specialized expertise in applying coatings to complex geometries, including drum section components, with precise thickness control (3-5 mil for PTI 5 and 8-10 mil for PTI 214). PTI's unique manufacturing capabilities provide consistent coating application across diverse substrate materials (Al6061 and Ti-6Al-4V), essential for research continuity and data comparison with historical testing. Market research and previous testing confirm PTI's coating compositions provide optimal performance for NASA's applications, with processing controls ensuring reliable batch-to-batch consistency. PTI also offers specialized tooling for pre- and post-coat grinding that maintains precise tolerances, providing comprehensive coating and precision application capabilities.
PTI is 889 compliant with NASA procurement standards.
2. What is the impact to the government if another vendor/brand is used? Include any dollar, schedule, or compatibility impacts if possible.
Selecting an alternative vendor could create substantial technical and programmatic impacts. Alternative providers lack established performance history with NASA's applications, necessitating additional testing that could delay research programs and increase costs. Inconsistency between alternative coatings and previously tested PTI formulations would invalidate historical performance comparisons, effectively requiring research restart. Schedule impacts could be severe, as coating re-evaluation typically requires 6-12 months of testing across various conditions. The absence of specialized tooling at alternative vendors would require additional processing steps at different facilities, increasing handling risks and quality control challenges.
