About this file
This document is a Recommendation and Determination to Solicit from One Source form from NASA Langley Research Center, recommending a sole source procurement from Ideal Vacuum Products, LLC for specialized vacuum equipment. NASA seeks to purchase turbomolecular and dry-scroll vacuum pumps, a wide-range pressure transducer, and associated readout for a high-vacuum chamber used in spectroscopic measurements for the Entry Navigation Sensor project. The specific requirements include vacuum pumps capable of maintaining a minimum pressure of 4x10^-8 Torr, equivalent to Leybold Turbovac 90i (turbomolecular pump) and Leybold Scrollvac 10 plus (roughing pump), with the ability to support two additional turbopumps operating in parallel.
The justification for sole sourcing emphasizes Ideal Vacuum Products' unique advantages, including having required components in stock, offering economical package pricing, and providing excellent technical support. The document highlights potential risks of using alternative vendors, such as project delays, increased costs, and challenges with service and repair. Ideal Vacuum Products is noted as a reputable supplier with over 20 years of experience, over $5M in annual sales, and existing hardware relationship with NASA. The estimated delivery time is 4 weeks from order receipt, and the procurement is deemed the best combination of cost and performance based on market research.

NASA SHARED SERVICES CENTER
RECOMMENDATION AND DETERMINATION TO SOLICIT FROM ONE SOURCE
OR BRAND NAME
PICK ONE
Sole Source:
☒I recommend that NASA, NASA Shared Services Center negotiate with Ideal Vacuum Products, LLC.
only for: vacuum pumps and pressure transducer. The total estimated cost of this effort is and the estimated period of performance or lead-time for delivery is 4 weeks of receipt of the order.
OR
Brand Name Justification:
☐I recommend that NASA, NASA Shared Services Center negotiate with only with vendors who can provide the subject band name from Manufacture Name for Enter Supply or Service to be procured. The total estimated cost of this effort is Enter Dollar amount and the estimated period of performance or lead-time for delivery is Date.
This recommendation is for the acquisition of supplies or services determined to be reasonably available from only one source/only one manufacture. Competition is impractical for the following reasons (please answer the questions below):
1. What are the reasons for soliciting only the suggested source/suggested brand name? Please provide the unique characteristics of the items or services along with the supporting rationale and the market research performed to substantiate your reason for the suggested source/brand name.
NASA Langley Research Center is currently seeking to purchase turbomolecular and dry-scroll vacuum pumps, a wide-range pressure transducer, and associated readout for use in a high-vacuum chamber that will be used for performing laboratory-based spectroscopic measurements associated with the Entry Navigation Sensor project. These vacuum pumps shall be capable of maintaining a minimum pressure of 4x10^-8 Torr within this chamber and will be the equivalent of the Leybold Turbovac 90i (turbomolecular pump) and Leybold Scrollvac 10 plus (roughing pump). Additionally, the roughing pump shall have the pumping capacity to act as the foreline pump to an additional 2 turbopumps (both Leybold Turbovac 90i) operating in parallel. Ideal Vacuum Products, LLC is a reputable supplier of high-vacuum components and pumping systems with over 20 years of experience. In addition to having the required components in stock to reduce delays in the project, the vacuum pumps are sold as an economical package, which reduces costs to NASA.
Overall, Ideal Vacuum Products offers the best combination of cost and performance among vendors based on market research.
2. What is the impact to the government if another vendor/brand was used? Include any dollar, schedule, or compatibility impacts if possible.
If Ideal Vacuum Products, LLC is not used as the vendor, the products may not arrive in the desired time frame, causing delays in the project along with the associated costs. Additionally, the sales packages offered by Ideal Vacuum Products reduces the costs of purchasing these components . To our knowledge, the technical support offered by Ideal Vacuum Products is excellent, and utilizing a different vendor might incur additional costs and delays to the project, which is on an expedited timeline. Ideal Vacuum has over $5M in sales annually and has stayed in business for over 20 years by providing reliable customer service for their systems. Because service may be required, a reputable vendor is critical in this procurement. Furthermore, NASA has additional hardware from Ideal Vacuum. This equipment needs
Page 2 V2.0 3-15-2017 periodic servicing, some of which is done in person and some done in-factory. Either way, if another vendor is selected, service and repair costs would be higher since multiple systems can be repaired in one visit (or shipment if repairs are made in-factory) by a qualified service technician.
