About this file

This document is a Recommendation and Determination to Solicit from One Source form from NASA Shared Services Center. The document justifies a sole source procurement for a Goldfire Hyper Care Enterprise-Wide License renewal for NASA Johnson Space Center (JSC), with a performance period from 08/30/2025 to 08/29/2026. The license is for a knowledge management, decision support, and technical research tool developed exclusively by Accuris, which provides critical capabilities for NASA's engineering and mission-critical system development by integrating structured and unstructured data across NASA systems.

The sole source justification emphasizes that switching to another vendor would be incompatible with existing JSC Knowledge Management systems, potentially requiring over a million dollars in rework, causing massive system disruption, and creating months of downtime. The document highlights Goldfire's unique semantic knowledge engine, tailored specifically for complex aerospace engineering environments, and its proven compliance with NASA cybersecurity and IT policies, making it the only viable solution for NASA's specific technical data indexing and integration requirements.

NATIONAL AERONAUTICS AND SPACE ADMINISTRATION

NASA SHARED SERVICES CENTER

RECOMMENDATION AND DETERMINATION TO SOLICIT FROM ONE SOURCE

OR BRAND NAME

PICK ONE

Sole Source:

☒I recommend that NASA, NASA Shared Services Center negotiate with Accuris only for Goldfire Hyper Care Enterprise-Wide License. The total estimated cost of this effort is and the estimated period of performance or lead-time for delivery is 08/30/2025 – 08/29/2026.

OR

Brand Name Justification:

☐I recommend that NASA, NASA Shared Services Center negotiate only with vendors who can provide the subject brand name from Manufacture Name for Product being purchased . The total estimated cost of this effort is $Dollar Amount and the estimated period of performance or lead-time for delivery is Date .

This recommendation is for the acquisition of supplies or services determined to be reasonably available from only one source/only one manufacture. Competition is impractical for the following reasons (please answer the questions below):

1. What are the reasons for soliciting only the suggested source/suggested brand name? Please provide the unique characteristics of the items or services along with the supporting rationale and the market research performed to substantiate your reason for the suggested source/brand name.

NASA Johnson Space Center (JSC) requires the renewal of the Goldfire Hyper Care Enterprise-Wide License. This license provides critical knowledge management, decision support, and technical research capabilities that are integral to JSC's operational efficiency, engineering decision-making, and mission-critical system development. Goldfire integrates structured and unstructured data across NASA’s systems, enabling engineers and mission support staff to make real-time, data-driven decisions. All the work that has been developed and implemented using Goldfire is unique to this tool. This tool has boosted productivity, streamlined decision making and connected people and processes to harness JSC’s knowledge. Only Goldfire, developed and exclusively supported by Accuris, delivers a semantic knowledge engine tailored for highly complex engineering environments such as aerospace system design, operations analysis, and advanced R&D.

2. What is the impact to the government if another vendor/brand is used? Include any dollar, schedule, or compatibility impacts if possible.

If another vendor were selected, it would not be compatible with JSC Knowledge Management current systems and require massive rework to accommodate. Also, it would make our current system inoperable and cost over a million dollars in rework to accommodate a new tool which is incompatible with Goldfire parameters. It would also create an insurmountable amount of rework, man hours, storage costs and likely many months of complete down time. Only Goldfire by Accuris meets the mission-critical criteria for seamless integration with existing NASA engineering and research systems, a proven record of compliance with NASA cybersecurity and IT policy and a scalable semantic indexing of NASA-specific technical data.
