About this file

This Statement of Work (SOW) details an acoustic study for NASA's Kennedy Space Center (KSC) Exploration Ground Systems (EGS) Program. The primary objective is to perform a comprehensive acoustic pressure analysis of mission-critical infrastructure, focusing on potential damage from repeated SpaceX Falcon/Falcon Heavy and Starship launches and landings near Launch Complex 39.

The study will be conducted in two phases, with the first phase targeting the Vehicle Assembly Building (VAB) and Pad 39B. Key deliverables include technical analyses and models using Finite Element Analysis (FEA) and Computer Aided Design (CAD), acoustic environment data, bi-weekly status reports, and a final in-person briefing to EGS/KSC management. The performance period is targeted for July 1, 2025 through December 31, 2025, with work to be completed at the contractor's facility and Kennedy Space Center. The analysis will examine structural impacts on specific facilities and components, with approximately four targeted items per facility, and will include a NASA Safety and Engineering representative on the analysis team.

STATEMENT OF WORK

ACOUSTIC STUDY

FOR

THE OPERATIONS AND TEST MANAGEMENT (O&TM) ANALYSIS

SUPPORT FOR EXPLORATION GROUND SYSTEMS (EGS)

DATE: June 12, 2025

1. BACKGROUND

The KSC Exploration Ground Systems (EGS) Program is responsible for Operations and Maintenance (O&M) of critical launch infrastructure for Artemis Missions. A launch and landing acoustic study analysis was presented to NASA/KSC that indicates facility damage/increased wear to facilities at other sites within close proximity of SpaceX launches and landings on Space Launch Delta (SLD) 45 property at Cape Canaveral Space Force Station. EGS needs a similar analysis performed on its facilities in the Launch Complex (LC)-39 area. EGS is requesting

SE Corp. to provide access to and usage of their unique technical discipline expertise and experience to provide this analysis on predicted damage to EGS facilities.

1.1. SCOPE

Provide a dynamic analysis that predicts the expected impacts from acoustic pressure due to launch and landing activity to the Vehicle Assembly Building (VAB), Pad

39B, Launch Control Center (LCC), Mobile Launcher #1 (ML1) [while at Pad 39B without Artemis flight hardware], Rotational Processing and Servicing Facility

(RPSF), and Operations Support Building #1 (OSB1) as directed by the EGS

Operations & Test Management (O&TM) Division. This will be an effort unique to

KSC NASA, and non-reliant on analysis performed by SLD 45 Safety.

Phase one (1) will include the tasks and deliverables listed in this statement of work first performed for the most vulnerable infrastructure including the VAB and Pad

39B.

Phase two (2) will be executed based on the results and cost of phase 1 and will analyze the LCC, ML1, RPSF, and OSB1 as budget allows and results warrant.

1.2. OBJECTIVES

To determine the impacts that the predicted acoustic pressure, including sonic booms, could have to EGS mission critical infrastructure for the following use cases:

1. Repeated SpaceX Falcon/Falcon Heavy landings at the newly proposed location between LC 39 Pad A and LC 39 Pad B;

2. Repeated SpaceX Falcon/Falcon Heavy launches from LC39 Pad A;

3. Repeated SpaceX Starship launches from LC39 Pad A;

4. Repeated SpaceX Starship landings at LC39 Pad A

1.2.1. TASK DESCRIPTION AND REQUIREMENTS

Perform a macro analysis (structural and acoustic) of the overall Structure using

Computer Aided Design (CAD) & FEA to capture the overall “macro” flexure of the structure.

Perform a targeted Item Finite Element Analysis (FEA): Analysis of several, selected, representative components (a window, a sheet metal panel, enclosure, pressure vessel, a roof panel, a door, a door hinge, an instrumentation panel, etc.)

that has been identified as potentially vulnerable to the onset of a sonic boom wave.

This should include approximately 4 targeted items per facility.

Final writeup/presentation of the particular KSC Asset Assessment to EGS/KSC management, and a slimmed-down version of the analysis to be briefed to higher management within NASA.

Provide Subject Matter Expertise for independent review and assessment of SE Corp analysts models, findings, and reports.

Include a representative from NASA Safety and Engineering on the analysis team.

2. DELIVERABLES

1. Written documents including schedules, reports, analysis, and the results/findings of any assessments and/or studies requested to be performed.

2. Deliver the acoustic environment from Falcon/Falcon Heavy and Starship plumes and sonic booms (radii and N-wave data in excel format) at contract award.

3. Deliver technical analyses and models for each facility and the targeted items - to include Finite Element Analysis (FEA) [NASTRAN export], Computed Aided

Design (CAD) [Native CAD, STEP AP242, and Parasolid], and the analysis data from the acoustic environment from plumes and sonic booms (radii and N-wave data in excel format).

4. A schedule showing when the work is expected to be complete for Phase 1

5. Bi-weekly status reports

6. Monthly Progress Meeting

7. Final report and analysis for each facility

8. In-person briefing to EGS/KSC management with controlled unclassified information (CUI) within the presentation marked appropriately

3. PERIOD OF PERFORMANCE (POP)

Option 1 Duration: No Longer Than (NLT) Six Months

Option 1 Target POP: July 1, 2025 through December 31, 2025

4. PLACE OF PERFORMANCE

Contractor’s facility and Kennedy Space Center
