I recommend that NASA, NASA Shared Services Center negotiate with Linde only for NASA HR-2 additive manufacturing powder. The total estimated cost of this effort is and the estimated period of performance or lead-time for delivery is within 12 weeks of award.

Brand Name Justification:

I recommend that NASA, NASA Shared Services Center negotiate with only with vendors who can provide the subject band name from Manufacture Name for Enter Supply or Service to be procured. The total estimated cost of this effort is Enter Dollar amount and the estimated period of performance or lead-time for delivery is Date.

This recommendation is for the acquisition of supplies or services determined to be reasonably available from only one source/only one manufacture. Competition is impractical for the following reasons (please answer the questions below):

1. What are the reasons for soliciting only the suggested source/suggested brand name? Please provide the unique characteristics of the items or services along with the supporting rationale and the market research performed to substantiate your reason for the suggested source/brand name.

NASA has an established research base using Linde HR-2 material. This previous research allows NASA to base HR-2 additive manufacturing development off of previously developed parameters for Linde powders. Furthermore, the morphology and size of Linde powders are well characterized by NASA due to their previous use and that past knowledge can be readily leveraged in the future research into HR-2.

This is critically important due to the high tolerances required for powder bed fusion powders size distribution and how this powder property effects the building process.

2. What is the impact to the government if another vendor/brand is used? Include any dollar, schedule, or compatibility impacts if possible.

Failure to procure the specified powder could cause the data collected from HR-2 key properties builds to be skewed and unreliable. Linde HR-2 has already been used for builds in the EM42 lab to test metallurgical, tensile, low cycle fatigue and high cycle fatigue. However, testing is incomplete, and more material is needed. HR-2 for this key properties data collection needs to come from a known reliable source to reduce the variables that can skew the data and impact any future moon and Mars missions that rely on HR-2 material to be successful.
