About this file
This document is a Recommendation and Determination to Solicit from One Source form from NASA Shared Services Center, recommending sole source procurement of a specialized training course from Equity Technical Institute. The document justifies sole sourcing for an API 579-1 / ASME FFS-1 Fitness-for-Service Virtual Training Course with two planned sessions in July and August 2025. NASA argues that Equity Technical Institute provides unique, practical training for engineers performing pressure system assessments, with other vendors only offering less effective "Code familiarization" courses. The training is critical because current engineers lack the practical skills to perform fitness-for-service assessments, leading to certification delays and repeated corrections of technical analyses.
The sole source justification highlights that Equity Technical Institute is a Multiple Award Schedule GSA Training provider (Contract Number 47QRAA21D004W) under NAICS code 54133, with a unique approach to teaching complex code requirements through real-life examples. NASA asserts that using this specific training provider will improve the technical capabilities of their design engineering team by providing practical training that goes beyond standard code overview courses, ultimately reducing strain on the Kennedy Space Center's pressure system management office.

NASA SHARED SERVICES CENTER
RECOMMENDATION AND DETERMINATION TO SOLICIT FROM ONE SOURCE
OR BRAND NAME
PICK ONE
Sole Source:
☒I recommend that NASA, NASA Shared Services Center negotiate with Equity Technical Institute only for API 579-1 / ASME FFS-1 FITNESS-FOR-SERVICE TRAINING VIRTUAL COURSE. The total estimated cost of this effort is and the estimated period of performance or lead-time for delivery is Session 1: July 30-31, 2025 and Session 2: August 4-8, 2025.
OR
Brand Name Justification:
☐I recommend that NASA, NASA Shared Services Center negotiate with only with vendors who can provide the subject brand name from Manufacture Name for Enter Supply or Service to be procured. The total estimated cost of this effort is Enter Dollar amount and the estimated period of performance or lead-time for delivery is Date.
This recommendation is for the acquisition of supplies or services determined to be reasonably available from only one source/only one manufacture. Competition is impractical for the following reasons (please answer the questions below):
1. What are the reasons for soliciting only the suggested source/suggested brand name? Please provide the unique characteristics of the items or services along with the supporting rationale and the market research performed to substantiate your reason for the suggested source/brand name.
NASA has benchmarked several training courses in the pressure systems area across the Agency, Equity Technical Institute consistently provides practical training that is meant for engineers who are actively engaged in pressure system assessments. Equity Technical Institute provides experts in the field and teaches practical application of Code requirements. This helps the engineer understand how Code frames a problem and walks through assessment techniques through real-life examples. Other venders that have been used in the past, do not provide practical examples, they have ever only provided what could be described as a Code familiarization course. Due to the tens of thousands of pages of Code, a Code familiarization course is only useful for engineers who will not need to perform or review a fitness-for-service assessment. For engineers who will be responsible for performing or reviewing a fitness-for-service assessment per Code requirements, a practical course like the Equity Technical Institute provides, is required. Equity Technical Institute is a Multiple Award Schedule GSA Training provider under category 54133, SAM UEI GVDMSBA9TS56, under NAICS 54133 – Contract Number
47QRAA21D004W
2. What is the impact to the government if another vendor/brand is used? Include any dollar, schedule, or compatibility impacts if possible.
Engineers will not have the practical training required to perform fitness-for-service assessments on pressure systems. This has and will continue to strain the KSC pressure system’s management office to train engineers to perform this work. This also has caused certification delays because the pressure system’s office must return for correction 100% of the analyses that come from pressure systems engineers due to Code compliance issues. By making this initial investment with Equity Technical Institute the technical capability of the design engineering team should improve.
