1.0 Background

The National Aeronautics and Space Administration (NASA) Langley Research Center (LaRC) is preparing to conduct a Moon Landing Test (MLT) under the Human Landing Systems (HLS) Program.

The MLT campaign will involve a series of impact dynamics tests of a mock lunar lander. These tests will be conducted at LaRC’s Landing and Impact Research (LandIR) Facility, also known as and hereafter referred to as the Gantry. NASA engineers have devised a test setup to safely lift and swing the test payload. Figure 1 shows the Gantry and highlights relevant areas.

The test setup includes three thirty-foot-tall ground towers each paired with a winch rated to 30,000

lb. (30 klb.). Each winch is installed on a concrete slab and positioned behind the ground tower as pictured in Figure 2. The cable is routed through a sheave and roller guide at the top of the ground tower before connecting to the test article up to 96 feet away. Thus, these winches provide horizontal pullback capability at approximately 30 ft. height for a hanging test article. The tower locations are shown with respect to the gantry and highlighted in Figure 3; two ground towers are near the south foot of the Gantry Center Bent and one ground tower is on the east side of the gantry. These winches and their respective control panels will hereafter be referred to as

Pullback Winches. Each winch system includes a pullback winch, cable, ground tower, sheave, and roller guide and will be referred to as a Pullback System.

The planned test setup also includes a single winch rated to

60,000 lb. (60 klb.) installed at the top of the center bent of the gantry highlighted in Figure 1, at a height of approximately 240 feet. The cable is pulled out horizontally before running through a sheave off the platform. The cable then runs through a snatch block and is fed back up through the platform via a second sheave and finally anchored to the upper platform.

Figure 4 shows a diagram of the lifting system. This winch provides the main lifting capability for the test article and in this setup has a 120,000 lb. (120 klb.) lifting load limit. This winch and its control panel will hereafter be referred to as the

Lifting Winch. The entire system which includes the lifting winch, cable, double sheave, snatch block, and anchor will be referred to as the Lifting System. Figure 2: Diagram of Ground

2.0 Objectives

The objectives of this work are to:

1. Prove that the Lifting Winch:

a. Is installed correctly.

b. Functions as intended up to 125% of rated load.

2. Prove that each Pullback Winch:

a. Is installed correctly.

b. Functions as intended up to rated load.

3. Train NASA Operators on use of all winch systems

NASA will be using the deliverables from this work to close out project requirements. These requirements are noted in this document for reference only.

3.0 Scope

The Contractor will provide inspection of the winch systems after they are installed at the Gantry.

The Contractor will NOT be responsible for installing the winch systems. The Contractor will perform routine winch setup functions such as setting the limit switches and auto tuning the Variable Frequency

Drive. NASA will provide an electrician to perform troubleshooting and modifications that the Contractor recommends.

The Contractor will then perform a functionality test of each winch system with up to but not surpassing 5% of the rated load. The contractor will provide clear procedures and documentation for each inspection and test that will be approved by NASA prior to performing any work onsite. Throughout inspection, setup, and functionality testing the contractor will explain operations and train NASA personnel on the operation of the winches. Completed procedure documentation, otherwise known as an

“As-Run” copy of procedures will be provided to NASA after the Contractor conducts the tests.

NASA will be conducting a proof load test with loads up to 125% of rated load for the Lifting

System and an operational load for the pullback systems. The Contractor will review the test procedures and provide feedback prior to the proof load tests. The Contractor will observe the proof load tests and provide supervision and guidance as NASA operates the systems.

NASA is responsible for the winch hardware that the Contractor is inspecting and operating.

NASA will provide the weight used for the functional tests as well as the rigging of all test equipment.

4.0 Requirements

The Contractor shall:

1. Inspect the installation of each of the four winches and respective control panels and braking resistors. (NASA Req HLS_MLT-HPReq-94, HLS_MLT-HPReq-123)

a. Verify mechanical installation meets manufacturer specifications.

b. Verify electrical wiring from winch to control panel meets manufacturer specifications.

c. Verify electrical wiring from winch and control panel to power meets manufacturer specifications.

d. Provide documentation describing the results of the inspection for each winch

(Deliverable 5.1)

2. Conduct winch setup prior to conducting any testing:

a. Contractor shall set winch limit switches.

b. Contractor shall adjust and verify the position feedback system. System settings shall be documented and provided to NASA as a deliverable (Deliverable 5.5).

3. Train NASA technicians on the operation of all four winch systems.

a. Contractor shall provide training on winch setup operations such as setting the limit switch and verifying position feedback system.

b. Contractor shall provide training on general operation of the winches, emergency operations, and common troubleshooting tips.

4. Conduct functional testing of the Lifting Winch in the installed configuration using a weight not to exceed 6,000 lb. The Contractor shall provide written test procedures to be approved by NASA prior to conducting the test (Deliverable 5.6). The completed procedures shall be provided to

NASA as a record of the test (Deliverable 5.7). The functional test shall demonstrate:

a. Tethered control pendant functionality > 5ft away from winch (NASA Req HLS_MLT-

HPReq-102).

5. Conduct functional testing of each of three (3) Pullback Winches using a weight not to exceed

1,500 lbs. In order to get horizontal load on the Pullback System, a unique test setup, shown in

Figure 5, will be implemented by NASA.

The Contractor shall provide written test procedures to be approved by NASA prior to conducting the test (Deliverable 5.8). The completed procedures shall be provided to NASA as a record of the test (Deliverable 5.9). The functional test shall demonstrate:

6. Advise on proof loading test performed by NASA for both the Lifting System and Pullback

Systems.

a. Review and provide feedback on proof loading test procedures written by NASA before the test.

b. Provide personnel to observe and supervise during proof loading test.

c. Recommend solutions if any SLM hardware malfunctions during the proof loading test.

7. Adhere to Langley Safety Requirements 7/2023 Section 01 35 26.00 99 (Deliverables 5.3 and

5.4).

8. Coordinate Lockout/Tagout (LOTO) activities through the center LOTO manager and Facility

Coordinator (FC) in accordance with center directives (Deliverable 5.2).

9. Respond to any Notice of Violation (NOV) issued for safety violations to the prime and/or its subcontractors. The response shall include the cause for violation; mitigation of impact, if applicable; and planned prevention of recurrence. The Contractor shall submit the response to the

NASA LaRC Safety and Facility Assurance Branch (SFAB) and the Contracting Officer within three working days of issuance.

10. Report Emergencies and Mishaps. In the event of an emergency, the Contractor shall call 911 on a center telephone or 757-864-2222 from a cellular phone. The Contractor shall verbally notify the Safety and Facility Assurance Branch (SFAB) by calling 757-864-7233 of any NASA mishap

(reference NPR 8621.1 as soon as practical, but no later than two (2) hours following occurrence.

For any incident that does not result in Contractor personnel injury, the Contractor shall submit a Safety Concern via NASA Langley Form 164 or through the NASA Mishap Information

System (NMIS) Event/Hazard Reporting Website https://nmis.sma.nasa.gov/Home.aspx within

24 hours of occurrence. For any incident involving Contractor personnel injury/illness, the

Contractor shall call the NASA Langley Research Center (LaRC) Occupational Health Clinic at

757-864-3193 [between 7:00 a.m. and 3:30 p.m. (M-F)] to initiate the injury/illness report within

24 business hours of occurrence if the injured employee does not seek initial treatment at the

NASA LaRC Occupational Health Clinic. Any Contractor employee who receives medical treatment for a work-related injury from the LaRC Fire Department or an outside medical facility shall report to the NASA LaRC Occupational Health Clinic (Building 1216) when they return to work on Center at LaRC. The Contractor is required to investigate their own NASA mishaps and coordinate with SFAB on the submission requirements of the investigation report.

11. Track and dispose of waste material from the job in accordance with Langley environmental standards.

5.0 Deliverables

The Contractor shall deliver:

1. Inspection report for Requirement 4.1 with certification that installation meets manufacturer design specifications. Provide details for any deviances from manufacturer design specifications and recommendations to resolve those deviances if they are deemed critical for operation.

2. A written LOTO plan for the project if required by the center LOTO manager. Outside

(Contractor) lockout/tagout (LOTO) programs require pre-approval from LaRC safety office, specifically the center Fall Protection and LOTO manager.

3. Safety and Health Plan within 30 calendar days of contract award date (date the Contracting

Officer Signs the Contract). Per NFS 1852.223-73, the Contractor shall not commence work until a functional review of the submitted Safety and Health Plan is completed by the NASA LaRC

Safety and Mission Assurance Office (SMAO) Safety and Facility Assurance Branch (SFAB), and the Safety and Health Plan is approved by the Contracting Officer.

4. Job Hazard Analysis (JHA) completed by the contractor and submitted to the Facility Coordinator and Facility Safety Head for review.

5. Winch system settings report, specifically for the Variable Frequency Drive (VFD) for each winch after initial setup has been performed.

6. Functional Test Procedure for the Lifting Winch. NASA will need to approve the test procedure prior to testing.

7. Completed “As-Run” Functional Test Procedure for the Lifting Winch.

8. Functional Test Procedure for the three Pullback Winches. NASA will need to approve the test procedure prior to testing.

9. Completed “As-Run” Functional Test Procedure for the three Pullback Winches.

Format of Deliverables:

• Procedures shall detail the steps taken to complete the task and shall indicate the person responsible for performing the procedure, including signature and date of performance.

• Written reports and procedures must be provided in a PDF or Microsoft Word document.

7.0 Period of Performance

The period of performance begins at contract award and will last until March 30, 2026. The planned order of events is to conduct the inspection, functional test, and proof loading of the Lifting

Winch (4.1-4.4 and 4.6) in one trip, then complete the inspection, functional test, and proof loading of the

Pullback Winches (4.1-4.3, 4.5-4.6) in a second trip.

8.0 Proposal Instructions and Additional Information

Please propose the appropriate level of effort for the work described above. Where possible, address and reference the requirements and deliverables mentioned in this document. Please consider the following information when developing your proposal:

1. The Contractor should plan to provide any special test equipment needed to inspect the winch hardware.

2. The Gantry Facility has restroom facilities available for Contractor personnel.
