This recommendation is for the acquisition of supplies or services determined to be reasonably available from only one source/only one manufacture. Competition is impractical for the following reasons (please answer the questions below):
1. What are the reasons for soliciting only the suggested source/suggested brand name? Please provide the unique characteristics of the items or services along with the supporting rationale and the market research performed to substantiate your reason for the suggested source/brand name.
NASA/ Marshall Space Flight Center (MSFC’s) Material Science and Metallurgy Branch, Materials Engineering Division, Materials and Processing Laboratory has requirements for a Discovery SDT650, i.e., simultaneous differential scanning calorimetry (DSC) and thermogravimetric analysis (TGA) to perform measurements and analyses of heat flow and thermophysical properties of materials up to 1500°C in support of friction stir welding, additive manufacturing (AM) and thermoelectric applications.
TA Instruments is known for offering the highest sensitivity in DSC and TGA measurements, particularly in simultaneous systems like the Discovery SDT650. This is critical for detecting subtle thermal events and small mass losses, which competing systems often miss. To perform such services, TA Instruments.
2. What is the impact to the government if another vendor/brand is used? Include any dollar, schedule, or compatibility impacts if possible.
Acquiring an SDT650 would offer standardization across our labs, as existing lab infrastructure already uses TA Instruments. TA Instruments – the requested hardware offers a level of reliability, combined with a reputation for scientific accuracy and support, which justifies selecting the SDT 650 over offerings from other vendors. TA’s TRIOS software is widely regarded as more intuitive, flexible, and feature-rich than competitors, offering advanced kinetic analysis, automated baseline corrections, and multi-sample overlay and comparative analysis. Other vendor instruments would result in unique protocols, more difficult staff training, non-uniform data formats, and specific maintenance and parts.
