About this file
This Statement of Work (SOW) details shock testing requirements for NASA's Government Furnished Equipment (GFE) Reefing Line Cutters (RLCs). The document specifies conducting shock tests on pyrotechnic parachute reefing line cutters, requiring three shock tests in each orthogonal axis for ten 8-Second GFE RLCs and ten 16-Second GFE RLCs. Key testing parameters include a half-sine wave pulse shock environment with 1412g peak acceleration and 2ms pulse duration, using a test fixture that accommodates up to six test articles with a mass of approximately 15lbm.
The contractor must perform comprehensive testing, including checkout tests with mass simulators, shock testing with safety pins removed, and detailed data acquisition and reporting. Specific requirements include pre- and post-test visual inspections, NASA test witnessing, and submission of a test report within two weeks of test completion. The test articles will be delivered to the contractor in late June or early July 2025, with each RLC containing a delay cartridge with 80 ± 2 mg of Hi-Temp Propellant. Safety protocols are emphasized due to the explosive nature of the test articles, with specific handling and mitigation instructions provided.

Data Acquisition
All accelerometer data, including time history and SRS plots, as well as a digitized copy of the SRS data shall be provided. Checkout test data using mass simulators shall be provided for review prior to proceeding to test article shock tests. Immediately after each shock test, accelerometer data shall be processed to generate X-Y plots to enable a "quick look" assessment of the shock response. In-axis accelerometer data shall be assessed for compliance with the shock requirements per Section 2.1, and cross-axis accelerometer data shall be provided for engineering information. In the event of an out-of-tolerance condition during test article shock tests, NASA shall be notified and consulted before proceeding to subsequent shock tests.
4. ADMINISTRSTIVE REQUIREMENTS
Statement of Capabilities
The vendor shall submit confirmation that they have previous experience testing explosive test articles and that they have achieved a similar shock environment previously. Acceptable evidence of prior experience with explosive devices shall be a statement briefly describing the type of explosive test articles they have previously handled. Evidence of comparable shock environment shall be a statement that they have exposed a mass of at least 15lbm to a half sine environment as depicted in Figure 5 with a peak of at least 1400g, and achieved the tolerances required in Figure 5.
Pre- and Post-Test Visual Inspections
A visual inspection of each test article shall be performed before and after shock testing.
Photographs shall be taken and included in the test report.
NASA Test Witnessing
NASA personnel shall be allowed to be physically present to witness the test including set-up operations and test article installation into the shock test fixture.
Delivery Schedule and Tum-Around Time
Test article delivery to the Contractor is June, July, or August of2025 with late June or early July targeted. The Contractor is requested to return the test articles and supply a test report to NASA within 2 weeks from the date oftest completion.
Test Report
The Contractor shall furnish a test report that will include test set-up photographs, calibration information, and test results as well as any other information necessary to describe the test operations performed and the results obtained. If hardware is damaged during test, photographs will be provided in addition to a written description.
5. SAFETY REQUIREMENTS
6/3/2025 Revision A Page 6 of 6
The Contractor shall comply with all Federal, State, and Local codes and standards applicable to work performed on this contract.
Each RLC contains a delay cartridge with the following explosive constituents:
• 80 ± 2 mg of output mix that conforms to our Hi-Temp Propellant Specification
The RLC is initiated via pulling of the lanyard, which requires 15-55 lbf. Do not pull on the lanyard, and exercise caution when handling the RLC with the safety pin removed.
Appropriate controls/safeguards shall be implemented to mitigate hazards associated with unintentional initiation of the RLC. Such hazards include high sound levels, high temperatures, shrapnel or blast wave over-pressurization, and sharp points or edges. In the event of unintentional initiation, the RLC is self-contained but may heat to high temperatures. Do not place fingers in the RLC aperture where the blade is located. Recommended hazard controls and example procedural steps can be provided upon request.
6. SHIPPING, PRESERVATION AND PACKAGING REQUIREMENTS
The Contractor shall repackage the test articles in the same packaging that they were shipped
in. The test articles shall be shipped with the safety pins installed. A NASA/JSC FedEx account number will be supplied for return shipping. The Contractor shall ship all deliverables to the following address unless otherwise directed by NASA:
NASA/Lyndon B. Johnson Space Center 2101 NASA Parkway Houston, TX 77058
