☒I recommend that NASA, NASA Shared Services Center negotiate with only with vendors who can provide the subject band name from Wabash Metal Products for Genesis Series Press. The total estimated cost of this effort is and the estimated period of performance or lead-time for delivery is September 30, 2025.

This recommendation is for the acquisition of supplies or services determined to be reasonably available from only one source/only one manufacture. Competition is impractical for the following reasons (please answer the questions below):

1. What are the reasons for soliciting only the suggested source/suggested brand name? Please provide the unique characteristics of the items or services along with the supporting rationale and the market research performed to substantiate your reason for the suggested source/brand name.

This procurement is for a hydraulic compression press to support ongoing and future composite fabrication activities in the Composites Processing Lab at NASA Glenn Research Center. The lab provides critical manufacturing support to multiple programs within the Space Technology Mission Directorate (STMD) and Aeronautics Research Mission Directorate (ARMD). To maintain operational consistency and process integrity, we require a press that replicates our current manufacturing capability. The press currently in use is a Wabash G30H-15-CX, Genesis Series Compression Press, which has been fully integrated into our workflows and validated through internal manufacturing procedures and materials qualification processes. Procuring the same make and model ensures: Continuity in the manufacturing process history, which is essential for traceability and documentation across NASA programs. Elimination of variability that could arise from differences in control systems, heating profiles, platen performance, and pressure consistency between different brands. Streamlined operator training and reduced risk of operator error, as technicians are already trained on this specific platform. Market research was conducted to identify alternative manufacturers of hydraulic compression presses. While similar presses exist, no alternative was identified that offers full compatibility with existing tooling, setup parameters, and control systems without requiring requalification of processes or additional customization. As such, only the Wabash G30H-15-CX meets the exact technical, operational, and integration requirements.

2. What is the impact to the government if another vendor/brand is used? Include any dollar, schedule,or compatibility impacts if possible.

Utilizing a press from a different manufacturer would introduce: Manufacturing process variation, potentially affecting the quality and consistency of composite parts. The need for revalidation of existing processes, tooling, and materials. Additional testing and documentation efforts to establish equivalency, which could incur substantial costs and cause schedule delays for multiple STMD and ARMD projects. In contrast, acquiring the same Wabash Genesis Series model: Eliminates the need for requalification, ensuring seamless integration into current processes. Reduces risk to mission timelines and budget. Maintains traceability and confidence in the structural integrity of components produced. For these reasons, procurement of the Wabash G30H-15-CX is essential to sustain the lab’s current manufacturing standards and to support mission success.
