The total estimated cost of this effort is and the estimated period of performance or lead-time for delivery is contract award through June 31, 2025.

☐I recommend that NASA, NASA Shared Services Center negotiate with only with vendors who can provide the subject brand name from Manufacture Name for Enter Supply or Service to be procured. The total estimated cost of this effort is Enter Dollar amount and the estimated period of performance or lead-time for delivery is Date.

This recommendation is for the acquisition of supplies or services determined to be reasonably available from only one source/only one manufacture. Competition is impractical for the following reasons (please answer the questions below):

1. What are the reasons for soliciting only the suggested source/suggested brand name? Please provide the unique characteristics of the items or services along with the supporting rationale and the market research performed to substantiate your reason for the suggested source/brand name.

The HYPERFIRE system was originally conceived by NASA but its hardware embodiment was designed, built, and tested at Purdue Univerity. As the system remains one-of-a-kind, Purdue is the only entity which currently possesses the knowledge and experience to modify it. Bringing another entity up to speed on its design and operation would substantially increase both the monetary and temporal costs of this effort. Purdue’s test facilities are already equipped to safely execute testing with supersonic heated hydrocarbon exhausts, which will be required to validate the system. Further, a six-year history of HYPERFIRE R&D at Purdue has resulted in an institutional knowledge of NASA’s desired system design and operation characteristics. Thus, Purdue’s services represent the only viable option to upgrade the HYPERFIRE system within the budget and schedule established by the Human Landing System (HLS) program.

2. What is the impact to the government if another vendor/brand is used? Include any dollar, schedule, or compatibility impacts if possible.

No other source offers the requisite combination of extensive familiarity with the HYPERFIRE system design and lab-scale propulsion test infrastructure to produce the deliverables of this contract within the alloted timeframe. Delay in the delivery of this system could substantially impact cost and schedule of NASA’s HLS program.
