About this file

This is a Statement of Work (SOW) for NASA's Human Landing System (HLS) Plume Surface Interaction (PSI) testing project. The document outlines modifications and preparations for the HYPERFIRE system, which will be used to simulate rocket plume aerodynamics using heated ethane propellant at Langley Research Center (LaRC) in fiscal years 2025-2026.

Key scope items include changes to ethane tubing, electrical interfaces, emergency stop systems, Pebble Bed 3 design, and related hardware modifications. The contractor is required to deliver a modified HYPERFIRE system with updated documentation by May 31, 2025, with the performance period spanning from contract award to July 31, 2025. The project involves technical meetings, on-site system integration, and preparation for subscale PSI testing, with NASA reserving the right to inspect all work and testing processes.

Statement of Work:

Final Preparation and Installation of HYPERFIRE for HLS PSI Testing

Purpose: NASA’s Human Landing System (HLS) program will conduct subscale Plume Surface Interaction (PSI) testing at Langley Research Center (LaRC) in FY 25-26. Tests will require heated ethane propellant for inert simulation of rocket plume aerodynamics. This effort will tailor NASA’s existing HYdrocarbon Propellants Enabling Reproduction of Flows in Rocket Engines (HYPERFIRE) system to satisfy specific HLS objectives.

Scope: The HLS PSI ground test project has requested several modifications and additions to the HYPERFIRE system preparation and support effort beyond the funded scope of prior contracts, including:

• Changes to ethane tubing lengths and routing.

• Refinement of electrical interface and wiring harnesses definitions.

• Integration of a keyed emergency stop and vacuum sphere door interlocks with HYPERFIRE.

• Refabrication of an emergency stop box.

• Changes in the design of Pebble Bed 3.

• Purchase of pressure transducers, gauges, and fittings for proof testing of Pebble Bed 3.

• Fabrication of a steel panel to support Pebble Bed 3 and valves during checkout tests.

• Increased support of programmatic and technical meetings with LaRC personnel.

• Travel to LaRC for assembly and integration of the HYPERFIRE system at LaRC.

The contractor will be responsible for satisfying these requests.

Deliverables:

• Modified HYPERFIRE system hardware and its installation onsite at LaRC.

• Updated versions of all HYPERFIRE drawings, diagrams, schematics, operating procedures, and CAD files reflecting the requested changes.

Deliverables Schedule: The HYPERFIRE system must be delivered to LaRC upon completion of the checkout testing covered by a prior contract, notionally no later than May 31, 2025. Contractor personnel shall be prepared to provide on-site installation assistance upon delivery.

Performance Period: Date of award – July 31, 2025

Quality Assurance: The Contract Administrator and government reserve the right to inspect all work at all times during and upon completion of fabrication and to witness any or all tests. The contractor shall cooperate fully to enable the COR or government designated representative to be present at the performance of any or all tests and any other activity as specifically requested. The contractor shall furnish all equipment and materials for all tests except where stated otherwise. The contractor shall notify the COR one month prior to performance of any and all tests.
