About this file
This Statement of Work (SOW) details NASA Glenn Research Center's requirements for renting a chiller and generator system for the Armstrong Test Facility. The contract calls for a minimum of one 450-ton air-cooled trailer-mounted chiller rated for 150 psi operation, compatible generators to power the chillers at various voltage levels (460V, 480V, 120V), and comprehensive initial setup services. The equipment will be used to reduce water temperature inside a spray chamber before an Integrated Systems Test (IST), with the chillers connected to existing 1000 HP water pumps through a closed-loop piping system.
The rental period is scheduled for one month during the August-November timeframe, with NASA providing a 30-day notice for exact dates. The vendor must provide complete documentation including refrigerant specifications, compliance certificates, and maintenance records. Key requirements include meeting DOT and National Electrical Code standards, performing an initial site survey, full installation and commissioning, operational testing, and providing on-site or remote technical support. The ISPF-ATF Technical Review team will conduct final acceptance, with non-conforming equipment requiring replacement within two weeks at no additional cost.

STATEMENT OF WORK
FOR
Rental Chiller and Generator
NATIONAL AERONAUTICS AND SPACE ADMINISTRATION
GLENN RESEARCH CENTER

LEWIS FIELD Armstrong Test Facility
21000 BROOKPARK ROAD 6100 COLUMBUS AVENUE
CLEVELAND, OHIO 44135 SANDUSKY, OHIO 44870
Prepared by: Binod Pangeni NASA Point-of-Contact: Binod Pangeni, Civil Servant (419) 621-3314 Work Location: Armstrong Test Facility, GRC NASA
1. Background
This Scope of Work (SOW) outlines the requirements and responsibilities for the rental of air-cooled chillers, including the provision of necessary power generation equipment and initial setup services. The equipment must comply with all applicable safety and regulatory standards.
The location where the rental equipment is to be placed will be near the steam ejector yard north of the ISP facility. An outdoor utility pad was constructed specifically for the interface of mobile chiller(s) and electrical generator(s). The intended purpose of the rental chiller/generator configuration is to reduce the water temperature inside the spray chamber before the IST begins. This is accomplished by pumping the water through the existing 1000 HP water pumps and into a closed-loop piping system that flows through the chillers and back into the spray chamber.
The Armstrong Test Facility is located approximately 3 miles south of Sandusky, Ohio. Access to the station shall be through the main security gate on Scheid Road off U.S. Route 250, approximately 3 miles north of the Ohio Turnpike.
2. Scope of Work to be performed: The Supplier shall provide rental hardware that meets the following descriptions:
2.1. Chiller Equipment
2.1.1. Provide a minimum of (1) X 450-ton air-cooled chiller units or higher up to 500-ton capabilities.
2.1.2. Chillers must be trailer-mounted and compliant with the Department of Transportation (DOT) regulations.
2.1.3. Chillers should be rated for operation up to 150 psi.
2.1.4. Provide refrigerant information, including the type and specifications used in the chillers.
2.1.5. Provide hardware, fittings, and electricals.
2.2. Power Generation
2.2.1. Supply appropriate (1) generators to power the chillers.
2.2.2. Ensure compatibility with chiller requiring different voltage levels (460V, 480V, 120V).
2.2.3. Ensure generators are properly rated to handle the load requirements efficiently and safely.
2.3. Initial Service Setup
2.3.1. Conduct an initial site survey to determine optimal placement and setup.
2.3.2. Provide full installation and commissioning of the chiller units, including electrical and mechanical connections.
2.3.3. Ensure proper refrigerant levels and system functionality.
2.3.4. Perform an operational test to verify system performance and efficiency.
2.4. Compliance and Safety Requirements
2.4.1. All chillers and associated equipment must meet or exceed industry safety and operational standards.
2.4.2. Generators and electrical systems should comply with National Electrical Code (NEC) requirements.
2.4.3. DOT compliance for all trailer-mounted chillers.
2.4.4. Provide documentation for all equipment, including technical specifications, safety certifications, and maintenance records.
2.5. Maintenance and Support
2.5.1. Provide on-site or remote support for troubleshooting and operational assistance as needed.
2.5.2. Offer scheduled maintenance during the rental period to ensure optimal performance.
2.5.3. Provide emergency support services for critical failures.
3. Milestones
3.1. Technical Review: May 2025
3.2. Rental Duration: 1 months August-November time frame, Vendor must have the required chillers and generators available at this time. 30-day notice shall be provided by NASA for the exact dates.
4. Deliverables
4.1. Delivery and setup of required chiller units and generators.
4.2. Documentation on refrigerant type, specifications, and handling instructions.
4.3. Compliance certificates for DOT, NEC, and other relevant regulations.
4.4. Initial setup and operational testing report.
4.5. Contact information for technical support and emergency response.
5. Non-Conforming Deliverables: If, upon inspection, it is determined that the rental chillers and generators do not meet the specifications, the vendor shall be responsible for switching chillers/generators to meet the specifications for no additional cost. Failure to meet specifications shall be determined by the Technical Point of Contact. If a different chiller/generator is required, the chiller shall be shipped within 2 weeks. The Technical Point of Contact would determine and inform the vendor that the requirements of the Statement of Work were not met.
6. Acceptance Criteria
6.1. ISPF-ATF Technical Review team will be responsible for the final acceptance of the rental chiller and generator. Chillers and generators are delivered and installed per agreed specifications.
6.2. System operates efficiently within the specified parameters.
6.3. Compliance with all safety and regulatory standards.
6.4. Acceptance testing is completed, and documentation is provided.
