About this file

This document is a NASA Shared Services Center Recommendation and Determination to Solicit from One Source form for a sole source procurement. NASA recommends negotiating with John H Carter/Anderson Greenwood Valves for a specific hardware procurement at Stennis Space Center. The total estimated cost is redacted, with a performance or delivery lead-time of up to 14 weeks. The justification emphasizes the need for specific name brand/model numbers from local/regional sales representatives, citing unique design requirements for a construction project. NASA argues that using an alternative vendor would require contract redesign, potentially invalidate warranties, cause troubleshooting complications, and potentially require additional funding to address compatibility issues.

NATIONAL AERONAUTICS AND SPACE ADMINISTRATION

NASA SHARED SERVICES CENTER

RECOMMENDATION AND DETERMINATION TO SOLICIT FROM ONE SOURCE

OR BRAND NAME

PICK ONE

Sole Source:

☒I recommend that NASA, NASA Shared Services Center negotiate with John H Carter/ only for Anderson Greenwood Valves. The total estimated cost of this effort is and the estimated period of performance or lead-time for delivery is up to 14 weeks.

This recommendation is for the acquisition of supplies or services determined to be reasonably available from only one source/only one manufacture. Competition is impractical for the following reasons (please answer the questions below):

1. What are the reasons for soliciting only the suggested source/suggested brand name? Please provide the unique characteristics of the items or services along with the supporting rationale and the market research performed to substantiate your reason for the suggested source/brand name.

Our requirements include specific name brand/model numbers and suppliers within their specific local/regional/territorial sales/representation areas for Stennis Space Center. This is to ensure local representation of the hardware procured. Specific model numbers for hardware have been identified in a

NASA design to be supplied as GFE for a construction project.

2. What is the impact to the government if another vendor/brand is used? Include any dollar, schedule, or compatibility impacts if possible.

If another brand is used, the government will be required to initiate a contract change for redesign. This item is a like in kind replacement. If a supplier of the hardware is not our specific sales regions, local supplier/manufacture representatives will not support the hardware warranties or troubleshooting.

Representation for warranties and troubleshooting outside of the local supplier’s sales areas will cause confusion and additional wasted funds in the future. Additionally, any other brand name may not meet the specific requirements and may require additional funding to cover the changes.
