About this file

This document is a Recommendation and Determination to Solicit from One Source form for NASA's Shared Services Center, specifically recommending a sole source procurement from Frontgrade Gaisler AB. The procurement involves multiple technical products including GR740-MIN Evaluation Board, GR-CPCI-GR740 Development Board, GRMON4 Professional License, GRMON3 to GRMON4 Upgrade, and a Node Locked License Key, with an estimated delivery lead-time of 18-20 weeks.

The justification for the sole source procurement centers on the Mars Ascent Vehicle (MAV) Flight Software team's specific technical requirements. Frontgrade Gaisler AB is the original designer and manufacturer of the GR740 boards and GRMON software, which are critical for hardware testing of the MAV Flight Software. Using alternative vendors could potentially disrupt the current design configuration and negatively impact software integration testing and risk reduction efforts. The total estimated cost is not explicitly stated in the document, and the technical user has signed the recommendation with a date of 2/26/2025.

NATIONAL AERONAUTICS AND SPACE ADMINISTRATION

NASA SHARED SERVICES CENTER

RECOMMENDATION AND DETERMINATION TO SOLICIT FROM ONE SOURCE

OR BRAND NAME

PICK ONE

Sole Source:

☒I recommend that NASA, NASA Shared Services Center negotiate with Frontgrade Gaisler AB only for GR740- MIN Evaluation Board, 200349; GR-CPCI-GR740 Development Board, Rev 1 Silicon; 200223; GRMON4 Professional License, 200464; GRMON3 to GRMON4 Upgrade, 200462; and Node Locked License Key – Sentinel HL Pro, 300017. The total estimated cost of this effort is and the estimated lead-time for delivery is 18 – 20 weeks.

OR

Brand Name Justification:

☐I recommend that NASA, NASA Shared Services Center negotiate with only with vendors who can provide the subject band name from Manufacture Name for Enter Supply or Service to be procured. The total estimated cost of this effort is Enter Dollar amount and the estimated period of performance or lead-time for delivery is Date.

This recommendation is for the acquisition of supplies or services determined to be reasonably available from only one source/only one manufacture. Competition is impractical for the following reasons (please answer the questions below):

1. What are the reasons for soliciting only the suggested source/suggested brand name? Please provide the unique characteristics of the items or services along with the supporting rationale and the market research performed to substantiate your reason for the suggested source/brand name.

Frontgrade Gaisler AB is the designer and manufacturer of the GR740 boards and GRMON software. The Mars Ascent Vehicle (MAV) Flight Software (FSW) team will be using the GR740 boards and GRMON software for hardware testing of the MAV FSW on the GR740 processor, which is the processor that will be used for the Flight mission.

2. What is the impact to the government if another vendor/brand is used? Include any dollar, schedule, or compatibility impacts if possible.

The MAV avionics and software teams are relying on having hardware and software products that are consistent with their current design. Given that the design leverages the Frontgrade Gaisler GR740 processor, which is designed and developed specifically by Frontgrade Gaisler AB, use of another vendor to acquire hardware and/or software could result in a different configuration than the current design, which would negatively impact the team's ability to conduct early software integration testing and risk reduction effectively.
