About this file
This is a Brand Name Justification form from NASA Shared Services Center recommending procurement of one automatic & portable MS40-GT Dry helium leak detector specifically from Vacuum Instruments Corporation (VIC) or VIC-authorized vendors. The document indicates that VIC acquired the helium leak detector business from Veeco Instruments Inc. and now manufactures, sells and services all leak detection products formerly made by Veeco.
The justification explains that NASA's Testing Division has standardized components across their vacuum facilities to reduce parts inventory, minimize downtime, and decrease operator error and training costs. They have divested all other helium leak detectors except for VIC (Veeco) detectors due to superior performance and reliability. The estimated delivery timeframe is 10-12 weeks after contract award. The justification warns that selecting another vendor would increase spare parts inventory costs, training costs, and repair costs, while also raising the risk of damage to these delicate instruments due to operator error during the learning period.

Brand Name Justification:
☒I recommend that NASA, NASA Shared Services Center negotiate only with the OEM (Vacuum Instruments Corporation) or OEM authorized vendors who can provide the subject brand name from Vacuum Instrument Corporation (VIC) for one automatic & portable MS40-GT Dry helium leak detector.
The total estimated cost of this effort is which does not include freight charges. Estimated freight charges are and the estimated period of performance or lead-time for delivery is 10-12 weeks after contract award.
This recommendation is for the acquisition of supplies or services determined to be reasonably available from only one source/only one manufacture. Competition is impractical for the following reasons (please answer the questions below):
1. What are the reasons for soliciting only the suggested source/suggested brand name? Please provide the unique characteristics of the items or services along with the supporting rationale and the market research performed to substantiate your reason for the suggested source/brand name.
Vacuum Instrument Corporation-VIC acquired the helium leak detector business of Veeco Instruments Inc. VIC manufactures, sells, and services all leak detection products formerly made by Veeco.
The Testing Division has gone thru great lengths to standardize components across our suite of vacuum facilities. This would include rough vacuum pumps, turbo-molecular pumps, cryogenic pumps and helium leak detectors. This results in reduced parts inventory and the ability to interchange components to reduce downtime, which yields a tremendous cost savings to the government. It also reduces operator error and training costs since technicians only have to be trained on operating one model of leak detector.
We have divested of all other helium leak detectors except for the Vacuum Instruments Corp. (Veeco) detector because of superior performance and reliability.
2. What is the impact to the government if another vendor/brand is used? Include any dollar, schedule, or compatibility impacts if possible.
If another vendor / model other than Vacuum Instruments Corporation (Veeco) is selected, it will increase spare parts inventory costs, training costs and repair costs while technicians spend hours learning a new detector system. It also increases the risk of damaging the detector due to operator error.
These are very delicate instruments and if used improperly, internal components can fail and lead to costly repairs. The testing division has standardized on one make and model for these reasons.
