About this file
This is a Recommendation and Determination to Solicit from One Source document from NASA Shared Services Center, recommending a sole source procurement for a Service Contract Agreement with JEOL USA Inc for a period of 1 year after procurement award.
The justification centers on maintenance services for a JEOL Scanning Electron Microscope (SEM), which is critical analysis equipment supporting multiple NASA projects including ATHENA, MUSE, and PRIMA. The SEM contains proprietary components including a vacuum chamber, motorized stage, electron field emission gun, various detectors, and anti-vibration systems that require periodic maintenance from factory-qualified engineers. JEOL USA Inc is identified as the only technically competent provider for these maintenance services due to the proprietary nature of the hardware. The document states that using an alternative vendor would result in significant schedule delays and increased costs, potentially impacting multiple dependent projects if the system were to become non-functional.

NATIONAL AERONAUTICS AND SPACE ADMINISTRATION
NASA SHARED SERVICES CENTER
RECOMMENDATION AND DETERMINATION TO SOLICIT FROM ONE SOURCE
OR BRAND NAME
PICK ONE
Sole Source:
☒I recommend that NASA, NASA Shared Services Center negotiate with JEOL USA Inc only for Service Contract Agreement. The total estimated cost of this effort is and the estimated period of performance is 1 year after procurement awarded.
OR
Brand Name Justification:
☐I recommend that NASA, NASA Shared Services Center negotiate with only with vendors who can provide the subject band name from Manufacture Name for Enter Supply or Service to be procured. The total estimated cost of this effort is Enter Dollar amount and the estimated period of performance or lead-time for delivery is Date.
This recommendation is for the acquisition of supplies or services determined to be reasonably available from only one source/only one manufacture. Competition is impractical for the following reasons (please answer the questions below):
1. What are the reasons for soliciting only the suggested source/suggested brand name? Please provide the unique characteristics of the items or services along with the supporting rationale and the market research performed to substantiate your reason for the suggested source/brand name.
The Scanning Electron Microscope (SEM) is manufactured by JEOL USA and has capability for a variety of high-resolution thin film and device imaging analyses including secondary electron emission, backscatter electron emission imaging, environmental SEM imaging, and X-ray spectroscopy. The SEM consists of a vacuum chamber a motorized stage, a high voltage electron field emission gun, secondary electron detector, backscatter electron detector, anti-vibration isolation system, a computerized control panel for imaging and analysis. The vacuum system includes turbomolecular and rotary pumps. All of these systems require periodic maintenance from a factory qualified engineer to maintain proper operation of the tool. Alternative sources other than JEOL USA Inc which could provide these maintenance services could not be identified due to the proprietary nature of the hardware. As stated above the SEM is a proprietary product of JEOL USA. As the manufacturer of this product JEOL USA Inc is the only company which is technically competent to repair and maintain the system.
2. What is the impact to the government if another vendor/brand is used? Include any dollar, schedule, or compatibility impacts if possible.
The SEM is a critical analysis and process tool for multiple projects in the Detector Systems Branch, including ATHENA, MUSE, PRIMA, and other developments. The JEOL SEM is a critical analysis tool supporting multiple projects in the branch and would cause significant delays to these projects if it were to stop functioning. Given the critical nature of the tool and the number of projects dependent upon it the estimated cost of a service contract is reasonable. An alternative vendor would not be able to provide compatible support without a significant delay in schedule and increase in cost.
