About this file

This is a Sole Source Justification form from NASA Shared Services Center recommending negotiation with The Rodman Production Shoppe for videography services supporting the FY25 NASA Balloon Program New Zealand campaign. The period of performance is February 15, 2025 to May 31, 2025.

The justification cites Bill Rodman's unique qualifications based on over 10 years of experience with the Balloon Program across three continents, including previous New Zealand Super Pressure Balloon campaigns (2015-2017, 2022, 2023), Antarctica operations, and Fort Sumner training exercises. His specialized knowledge of balloon launch procedures, safety protocols, and experience documenting scientific balloon launches is deemed critical due to the hazardous nature of operations. The document argues that using another vendor would require extensive training on processes and safety protocols, potentially impacting operational efficiency and safety during launch activities.

Brand Name Justification:

☐I recommend that NASA, NASA Shared Services Center negotiate with only with vendors who can provide the subject brand name from Manufacture Name for Enter Supply or Service to be procured. The total estimated cost of this effort is Enter Dollar amount and the estimated period of performance or lead-time for delivery is Date.

This recommendation is for the acquisition of supplies or services determined to be reasonably available from only one source/only one manufacture. Competition is impractical for the following reasons (please answer the questions below):

1. What are the reasons for soliciting only the suggested source/suggested brand name? Please provide the unique characteristics of the items or services along with the supporting rationale and the market research performed to substantiate your reason for the suggested source/brand name.

The Balloon Program Office requests to procure the videography services of The Bill Rodman Production Shoppe in support of the upcoming Balloon Program FY25 New Zealand (NZ) campaign.

Because of his years of experience with the Balloon Program and the Columbia Scientific Balloon Facility (CSBF) staff, Mr. Bill Rodman has valuable knowledge of the requirements for photography and videography and the understanding of how to implement them during the launching of a scientific balloon to provide the best images and videos for the NASA. Mr. Rodman’s experience with the Balloon Program expands more than 10 years and three continents. Initially supporting launch operations in Antarctica, then covering the past NZ SPB campaigns in 2015, 2016, 2017, and 2022 as well as the Crew Chief Training exercise CSBF performed in Fort Sumner, New Mexico. He also developed the virtual site visit tour video for the NASA Balloon Operations Contract-2 industry day in 2020. Most recently, Mr. Rodman performed this same action for our FY23 NZ Campaign. Mr.

Rodman’s experience with the scientific balloon launch process and the specialized components of the Super Pressure Balloon (SPB) integration and launch activities makes him uniquely qualified for providing this support.

2. What is the impact to the government if another vendor/brand is used? Include any dollar, schedule, or compatibility impacts if possible.

Should another vendor be used for these services, extensive training on the processes and procedures needed to be captured would be required. Other videographers would require extensive time on site to educate them on what is needed to be captured on video as well as to learn the safety protocols to keep them safe and out of the way of the operational personnel. Due to the hazardous nature of balloon launch operations, it is critical that a knowledgeable videographer be utilized for this effort.
