The sole source award is intended for The Bill Rodman Production Shoppe based on over 10 years of specialized experience with balloon launches across three continents, including previous New Zealand SPB campaigns in 2015-2017, 2022, and 2023.
The work requires on-site support at Wanaka Airport, New Zealand from February 15, 2025 through May 31, 2025 at the latest. Key deliverables include fully produced/edited video coverage of balloon integration, science mission integrations, weather briefings, and launch operations for two SPB missions, including 1-minute launch videos and 5-7 minute summary videos in 4K format for each mission. The vendor must have proven capability with hazardous operations photography including suspended loads, ordnance, high pressure systems, and working at heights, plus experience capturing wide-field views over 1000 feet in various lighting conditions. The vendor will be reimbursed for travel expenses at government per diem rates and must submit itemized invoices. Sole Source Justification
The Balloon Program Office requests to procure the videography services of The Bill Rodman Production Shoppe in support of the upcoming Balloon Program FY25 New Zealand (NZ) campaign. Because of his years of experience with the Balloon Program and the Columbia Scientific Balloon Facility (CSBF) staff, Mr. Bill Rodman has valuable knowledge of the requirements for photography and videography, as well as the understanding of how to implement them during the launching of a scientific balloon to provide the best images and videos for the NASA. Mr. Rodman’s experience with the Balloon Program expands more than 10 years and three continents. Initially supporting launch operations in Antarctica, then covering the past NZ SPB campaigns in 2015, 2016, 2017, and 2022 as well as the Crew Chief Training exercise CSBF performed in Fort Sumner, New Mexico. He also developed the virtual site visit tour video for the NASA Balloon Operations Contract-2 industry day in 2020. Most recently, Mr. Rodman performed this same action for our FY23 NZ Campaign. Mr. Rodman’s experience with the scientific balloon launch process and the specialized components of the Super Pressure Balloon (SPB) integration and launch activities makes him uniquely qualified for providing this support. Other videographers would require extensive time on site to educate them on what is needed to be captured on video as well as learn the safety protocols to keep them safe and out of the way of the operational personnel.
