☒I recommend that NASA, NASA Shared Services Center negotiate with Quantum Computing Inc. only for Quantum Computing Inc. Consulting and Development Services. The total estimated cost of this effort is and the estimated period of performance or lead-time for delivery is from the contract approval until September 30th, 2025.

Brand Name Justification:

☐I recommend that NASA, NASA Shared Services Center negotiate only with vendors who can provide the subject brand name from Manufacture Name for Product being purchased. The total estimated cost of this effort is $Dollar Amount and the estimated period of performance or lead-time for delivery is Date .

This recommendation is for the acquisition of supplies or services determined to be reasonably available from only one source/only one manufacture. Competition is impractical for the following reasons (please answer the questions below):

1. What are the reasons for soliciting only the suggested source/suggested brand name? Please provide the unique characteristics of the items or services along with the supporting rationale and the market research performed to substantiate your reason for the suggested source/brand name.

Quantum Computing Inc. (QCI) is the sole U.S. based provider of a fully commercialized quantum computing optimization platform that is capable of operating at the room temperature and low power.

Due to their low size, weight and power, QCI systems can operate in small spacecraft as they do not need cryogenic cooling. After discussions with several quantum computing providers QCI was selected as a partner and was instrumental in winning an internal research and development award at NASA Goddard Space Flight Center (GSFC) which led to this negotiation.

2. What is the impact to the government if another vendor/brand is used? Include any dollar, schedule, or compatibility impacts if possible.

The internal research and development award timeline ends at the end of FY25, and any delays occurred in procurement would impact and likely terminate any chance of success in the research grant of over 100K. The Qatalyst API, and the qci-client software packages to interface with the Dirac quantum solvers are identified to be compatible with the existing codebase for InSAR phase unwrapping at NASA GSFC. Selection of a different vendor providing different tools might impact compatibility.
