About this file
This document is a Recommendation and Determination to Solicit from One Source or Brand Name related to a federal contract opportunity. It recommends that NASA negotiate solely with Student Projects IN Space LLC (SPINS) for the RockOn, RockSat, and GHOST student launch opportunities, as well as the Minority Serving Institution Faculty workshop. The total estimated cost is not provided, but the period of performance is 12 months after award. The justification is that SPINS has the unique expertise and experience to support the development, flight, and analysis of these undergraduate student science research opportunities, which have a 90% success rate. Failure to obtain these services would result in the program not being offered. The related federal contract opportunity is a Special Notice for Professional Services to support the planning and conducting of the Minority Serving Institution faculty RockOn workshop at Wallops Flight Facility.

NATIONAL AERONAUTICS AND SPACE ADMINISTRATION
NASA SHARED SERVICES CENTER
RECOMMENDATION AND DETERMINATION TO SOLICIT FROM ONE SOURCE
OR BRAND NAME
PICK ONE
Sole Source:
☒I recommend that NASA, NASA Shared Services Center negotiate with Student Projects IN Space LLC (SPINS) only for the RockOn, RockSat and GHOST student launch opportunities and the Minority Serving Institution Faculty workshop. The total estimated cost of this effort is and the estimated period of performance or lead-time for delivery is 12 months after the award.
OR
Brand Name Justification:
☐I recommend that NASA, NASA Shared Services Center negotiate with only with vendors who can provide the subject band name from Manufacture Name for Enter Supply or Service to be procured. The total estimated cost of this effort is Enter Dollar amount and the estimated period of performance or lead-time for delivery is Date.
This recommendation is for the acquisition of supplies or services determined to be reasonably available from only one source/only one manufacture. Competition is impractical for the following reasons (please answer the questions below):
1. What are the reasons for soliciting only the suggested source/suggested brand name? Please provide the unique characteristics of the items or services along with the supporting rationale and the market research performed to substantiate your reason for the suggested source/brand name.
Chris Koehler, formerly with NASA’s Colorado Space Grant, created and has conducted RockOn and RockSat programs for 17 years with the WFF Sounding Rocket Program. During this time, he has created the hardware, code, and integration systems to guide student teams through the process of launching their experiments. Now through his company SPINS, LLC (Student Projects IN Space), he has agreed to assist with RockOn, RockSat-C, RockSat-X and GHOST as WFF has transitioned these student flight opportunities so they are conducted totally by WFF through the Education Team and the Sounding Rocket Program. The expertise and experience to support the development, flight, and analysis of undergraduate RockOn and RockSat student science research experience with a 90% success rate is not available from another company or individual
2. What is the impact to the government if another vendor/brand is used? Include any dollar, schedule, or compatibility impacts if possible.
No other company has the experience and expertise that NASA deems necessary to provide the RockOn, RockSat and GHOST undergraduate student flight opportunities, and collaborate with Wallops personnel to support the workshops and preparation of the science experiments for the scheduled sounding rocket launches at Wallops Flight Facility. Failure to obtain these services in a timely manner will result in the program not being offered and conducted.
ADDITIONAL COMMENTS:
The leadership of the NASA Science Mission Directorate Heliophysics Division concur that RockOn and RockSat are unique NASA student launch opportunities that should continue and be managed at Wallops Flight Facility. The Minority Serving Institutions Faculty workshop will increase RockOn participation.
