☒ I recommend that NASA, NASA Shared Services Center negotiate with SciGlob Research only for service and supply to be procurement of a Mini RoboHypo. This is an optical science instrument with: i) a programmable internal rotating stage with linear polarizer capable of 360-degree rotation, ii) High spectral resolution spectrometer, iii) user-friendly interface that allows for: a) fixed or programmable gain measurement commands, and b) user-defined measurement sequences. The instrument will have the following auxiliary sensors: temperatures, pressure, and humidity. The instrument’s Field-of-View will be preselected by the user prior to its fabrication.

☐I recommend that NASA, NASA Shared Services Center negotiate with only with vendors who can provide the subject brand name from Manufacture Name for Enter Supply or Service to be procured. The total estimated cost of this effort is Enter Dollar amount and the estimated period of performance or lead-time for delivery is Date.
This recommendation is for the acquisition of supplies or services determined to be reasonably available from only one source/only one manufacture. Competition is impractical for the following reasons (please answer the questions below):
1. What are the reasons for soliciting only the suggested source/suggested brand name? Please provide the unique characteristics of the items or services along with the supporting rationale and the market research performed to substantiate your reason for the suggested source/brand name.
SciGlob Research has the experience machining the many high precision parts needed for building instrumentation optical heads. SciGlob Research has built numerous optical heads in support of another NASA observing effort, Pandora and has extensive experience supporting scientists in leveling systems for various science instrumentation. Any other machine shop would incur an expensive learning period to successfully build the parts. It is essential that the selected engineering/manufacturing be willing to adjust machined parts as needed for successful use without extra charge. The company must be located near Goddard Space Flight Center to facilitate frequent visits to assure quality control. Use of machine shops would only address a small need; the parts would still need to be integrated, and software developed to provide control and interfacing with the optical pointing system and the optical instruments. Other machine shops solicited by other instrumentation projects were higher in cost, unwilling to adjust machined parts if needed without extra cost, and were not in easy travel distance to Goddard. More important is that SciGlob is presently leading the R&D effort to provide instrument
Page 2 V2.0 3-15-2017 updates to the Pandora instrument network and this procurement is for an instrument that is directly related to this extensive field effort.
2. What is the impact to the government if another vendor/brand is used? Include any dollar, schedule, or compatibility impacts if possible.
If another vendor was made use of it would cost the government much more, require more time and increase the risk of having an instrument that does not meet the requirements for software interfaces.
SciGlob is already involved in supporting the Pandora instrumentation and this project will essentially make use of several of the components being developed to make automatic measurements while tracking the path of the sun from the ground and/or on a moving ocean vessel. As these components are already developed for the Pandora research program, by using SciGlob the government will be able to reuse elements from this program to complete the instrument that this procurement is requesting.
