About this file

This document is a Brand Name Justification for the acquisition of an inert gas oven to be used by NASA's Glenn Research Center. The justification explains that the Blue M inert gas oven is the only brand that meets the unique requirements of the existing magnetic annealing fixture used in the laboratory, including specific cooling and temperature control features. The total estimated cost of this effort is unspecified, with an estimated delivery time of 8 weeks. The related federal contract opportunity is a solicitation for the Blue M inert gas oven, which must be provided by authorized resellers. The oven is to be delivered FOB to NASA Glenn Research Center in Cleveland, Ohio with net 30 payment terms. Vendors are requested to provide their UEI number, delivery lead time, and any discounts in their quote, and credit card payments will not be accepted.

NATIONAL AERONAUTICS AND SPACE ADMINISTRATION

NASA SHARED SERVICES CENTER

RECOMMENDATION AND DETERMINATION TO SOLICIT FROM ONE SOURCE

OR BRAND NAME

PICK ONE

Sole Source:

☐I recommend that NASA, NASA Shared Services Center negotiate with Vendor Name only for Enter Supply or Service to be procured. The total estimated cost of this effort is Enter Dollar amount and the estimated period of performance or lead-time for delivery is Date.

OR

Brand Name Justification:

☒I recommend that NASA, NASA Shared Services Center negotiate with only vendors who can provide the subject brand name from BlueM for inert gas oven with the specifications listed in the Statement of Work. The total estimated cost of this effort is and the estimated period of performance or lead-time for delivery is 8 weeks from the date of the award.

This recommendation is for the acquisition of supplies or services determined to be reasonably available from only one source/only one manufacture. Competition is impractical for the following reasons (please answer the questions below):

1. What are the reasons for soliciting only the suggested source/suggested brand name? Please provide the unique characteristics of the items or services along with the supporting rationale and the market research performed to substantiate your reason for the suggested source/brand name.

GRC has made a significant investment in developing unique equipment for the production and characterization of amorphous melt spun ribbon for soft magnetic and other applications. Most of the “systems” in the laboratory are one-of-kind.

This procurement is for an inert gas furnace capable uniform convective heat control through 593C and oxygen levels below 100ppm. This furnace is of sufficient size and strength to house an existing field annealing fixture. Blue M furnaces include a unique cooling feature, standard for 7780 furnaces, that decreases cooling times between runs. This significantly increases the processing throughput rate as cooling time is significantly shorter. We are requesting a make/model justification for this furnace listed above so that it meets the processing requirements and includes the necessary diagnostic and control features. The components need to be make and model specific and configured exactly as described above in order to work with our magnetic annealing fixture, which is proprietary to NASA GRC.

2. What is the impact to the government if another vendor/brand is used? Include any dollar, schedule, or compatibility impacts if possible.

Incompatible components will not work within the extisting fixture set-up and cannot be used.
