STATEMENT OF WORK
1. Background/Objectives NASA-STD-8739.6 establishes a requirement that personnel building or inspecting hardware for NASA programs and projects be sufficiently trained and evaluated to perform their duties. In addition, it creates the NASA Level A/B training program to provide standardized training to any personnel working to the NASA workmanship standards on NASA programs and project. The NASA-adopted Industry Voluntary Consensus Standards also include training programs for the discipline-specific workmanship courses, but due to coming changes those training courses will no longer meet the training requirement in NASA-STD-8739.6 therefore developing NASA-custom, discipline specific training courses for those Industry Voluntary Consensus Standards is needed.
When developing these custom NASA training courses consideration will need to be given to the original NASA workmanship standards so that the new training materials will also meet the training requirements of those standards for our legacy programs and projects.
2. Requirements
The contractor developing training will need to be:
An IPC authorized training center for Master IPC Trainer and Certified IPC Trainers for:
• IPC/WHMA-A-620x-S, Space Applications Electronic Hardware Addendum to IPC/WHMA-A-620x, Requirements and Acceptance for Cable and Wire Harness Assemblies
A NASA SMA-Sponsored Level B Training center for:
• NASA-STD-8739.4, Workmanship Standard for Crimping, Interconnecting Cables, Harnesses, and
Wiring
3. Information and Communication Technology (ICT) Accessibility/Section 508 Conformance
The contractor shall ensure that all products, platforms, services, and deliverables as part of this work statement that are ICT (including electronic content) must conform to the Revised Section 508 of the Rehabilitation Act Standards, 36 C.F.R. § 1194.1 & Apps. A, C & D. The Standards may be found at Revised 508 Standards and 255 Guidelines (access-board.gov).
The Applicable Chapters for this acquisition are as follows:
508 Chapter 1: Application and Administration 508 Chapter 2: Scoping Chapter 3: Functional Performance Criteria Chapter 4: Hardware Chapter 5: Software Chapter 6: Support Documentation and Services Chapter 7: Referenced Standards - WCAG 2.0.
4. Characteristics, Scope, and Specs The contractor shall develop training curriculum content for the NASA IPC/WHMA-A-620 Crimp, Cable, and Harness Training Program by performing the following duties:

• Develop learning objectives based on job task analysis
• Group learning objectives based on compatibility with other objectives and student role into discreet modules
• Develop the exams aligned to all applicable learning objectives providing opportunity to demonstrate mastery of knowledge and application o Develop a pool of test questions for each learning objective o Design test kit for practical operator exam o Design a practical exam for operators o Design a practical exam for inspectors o Coordinate technical content and review with NASA Subject Matter Experts
• Develop course materials and supplements o Survey NASA Subject Matter Experts on content from NASA 8739 series standards to be included in training o Develop review exercises to support curriculum content o Conduct curriculum development, review, and corrections o Develop demonstration video clips – as needed o Coordinate technical content and review with NASA Subject Matter Experts
5. Deliverables The contractor shall provide the following:
• NASA IPC/WHMA-A-620 Crimp, Cable, and Harness Training packet which includes:
o Training outline – MS Word o Presentation slides – Power Point Slideshow o Video clips – Imbedded in Power Point slides and .mpeg files o Test question bank (minimum 2/learning objective consisting of multiple choice, true and false) – MS Word o Supplemental materials (e.g. work instructions, inspection log, drawings, guides) – PDF o
All deliverables must be Section 508 compliant. The specific technical standards and criteria that address electronic content Information and Communication Technology are found in Chapter 5:
Software, and Chapter 7: References Standards (Web Content Accessibility Guidelines 2.0)
6. Period of Performance Development shall begin October 1, 2024 through July 15, 2025 or upon completion.
