RECOMMENDATION AND DETERMINATION TO SOLICIT FROM ONE SOURCE

OR BRAND NAME

Sole Source:

☒I recommend that NASA, NASA Shared Services Center negotiate with STI Electronics, Inc. only for NASA J-STD-001 G and Space Training Program Development. The total estimated cost of this effort is and the estimated period of performance or lead-time for delivery is July 15, 2025.

This recommendation is for the acquisition of supplies or services determined to be reasonably available from only one source/only one manufacture. Competition is impractical for the following reasons (please answer the questions below):

1. What are the reasons for soliciting only the suggested source/suggested brand name? Please provide the unique characteristics of the items or services along with the supporting rationale and the market research performed to substantiate your reason for the suggested source/brand name.

This vendor has unique qualifications as the principal developer of the current training materials being used by IPC for the electronics industry as a whole, including NASA Workmanship Training Centers, and serving as a SMA-Sponsored Level B training center for the NASA workmanship standards courses.

2. What is the impact to the government if another vendor/brand is used? Include any dollar, schedule, or compatibility impacts if possible.

Use of a different commercial vendor would cause significant schedule delays in bringing them up to speed on the NASA workmanship standards and certifying them as a SMA-Sponsored Level B instructor/facility.

ADDITIONAL COMMENTS:

The IPC Master IPC Trainer and SMA-Sponsored Level B requirement (see page 1 of SOW) is due to the need for the developer to be extremely familiar with both NASA and Industry training course materials in order to merge applicable areas of the previous NASA workmanship standards with the current industry voluntary consensus standards. In addition, SMA-Level B Training centers and instructors are periodically audited by the NASA Workmanship Standards Program Manager or their delegate to ensure they meet the criteria of NASA-STD-8739.6.
