About this file
This document is a Recommendation and Determination to Solicit from One Source or Brand Name for a sole source procurement.
The document recommends that NASA negotiate solely with Triggs Tech, LLC. for "Ultra-sensitive longitudinal proximity effect (LoPE)" and "The EXoplanet Climate Infrared TElescope (EXCITE)" support. The total estimated cost is undisclosed, with a period of performance from 10/01/2024 to 12/31/2025. The rationale is that Triggs Tech has developed specialized expertise and experience in the required superconducting and semiconducting detector technologies, which make it impractical for another vendor to provide the required level of quality. Using another vendor would adversely impact cost, schedule, and compatibility, and prevent meeting the project's requirements.
The related federal contract opportunity is a sole source requirement for FY Year 1 Labor (Oct 24- Sept 25), Quantity 1, to be procured by the NASA Shared Services Center.

NATIONAL AERONAUTICS AND SPACE ADMINISTRATION
NASA SHARED SERVICES CENTER
RECOMMENDATION AND DETERMINATION TO SOLICIT FROM ONE SOURCE
OR BRAND NAME
PICK ONE
Sole Source:
☒I recommend that NASA, NASA Shared Services Center negotiate with Triggs Tech, LLC. only for "Ultra-sensitive longitudinal proximity effect (LoPE)” and “The EXoplanet Climate Infrared TElescope (EXCITE)” support. The total estimated cost of this effort is and the estimated period of performance or lead-time for delivery is 10/01/2024-12/31/2025.
OR
Brand Name Justification:
☐I recommend that NASA, NASA Shared Services Center negotiate with only with vendors who can provide the subject band name from Manufacture Name for Enter Supply or Service to be procured. The total estimated cost of this effort is Enter Dollar amount and the estimated period of performance or lead-time for delivery is Date.
This recommendation is for the acquisition of supplies or services determined to be reasonably available from only one source/only one manufacture. Competition is impractical for the following reasons (please answer the questions below):
1. What are the reasons for soliciting only the suggested source/suggested brand name? Please provide the unique characteristics of the items or services along with the supporting rationale and the market research performed to substantiate your reason for the suggested source/brand name.
Triggs Tech has developed advanced expertise in critical superconducting detector technologies and semiconducting detector technologies required by the Instrument Systems and Technology Division at NASA/GSFC. This specialized experience and expertise make it impractical for a competitor to provide the level of quality required for these services. Additionally, Triggs was specifically identified for the required role in a competively-awarded NASA grant, 20-APRA20-0103, which was submitted in response to solicitation in response to NASA Research Announcement NNH20ZDA001N, Research Opportunities in Space Science – 2020 (ROSES-2020).
2. What is the impact to the government if another vendor/brand is used? Include any dollar, schedule, or compatibility impacts if possible.
Due to the highly specialized nature of the task, as well as the current integral use of heritage software developed by Triggs Tech under previous awards, no other vendor has the required expertise and experience to fulfill this role, thus cost, schedule, and compatibility would all be adversely affected. As a result, using another vendor would lead to failure in meeting the project's stated requirements and failure to prepare the EXCITE instrument for flight. The grant was reviewed and awarded with this specific vendor identified.
